Background:
Christian Aid (CA) is an International Non-Governmental Organisation with headquarters based in London. The organisation works to expose the scandal of poverty by strengthening local organisations to deliver sustainable and indigenous solutions for vulnerable populations. CA East Africa is seeking consultants for two projects as follows:
A. Mid Term Evaluation (MTE) of “Filling the Gaps (FTG)” HIV Project
FtG is a four-year project targeting 25,000 PWHIV with an aim of strengthening care and support to PWHIV through support groups. The key areas of focus include; HBC for PWHIV; Access and adherence to ART; Economic empowerment; Reduction of stigma, discrimination and denial; Advocacy; Positive prevention; and capacity building for implementing partners to adopt effective HIV models targeting PWHIV.
Assignment Purpose:
The overall aim of this evaluation is: To review the progress in implementation of the Filling the Gaps project over a period of two years and inform the future project implementation framework and strategies for greater impact and achievements. The evaluation is intended to provide an opportunity to the implementing partners and other stakeholders to review the strategies that have been adopted towards the achievement of the objectives as outlined in the project proposal documents.
Qualifications and Skills:
The Consultant should have at a minimum a Masters Degree in Public Health, Social Sciences or any other relevant field. In addition, the Consultant should have expertise and vast experience in health and/or HIV programme evaluation and extensive knowledge and experience in the following areas: Participatory quantitative and qualitative research methodologies, HIV/AIDS work in Kenya, monitoring and evaluation, and institutional/organizational capacity assessments and development.
B. Micro-Enterprise Development Consultant(s) to strengthen beneficiaries under Christian Aid’s community-based care for orphans and vulnerable children (CBCO) project
CBCO is a five-year project supporting local partners to improve the quality of life of orphans and other vulnerable
children (OVC) through community-based responses. Working with two implementing partners in Kenya’s Eastern
and Nyanza provinces, the project has reached over 7,000 vulnerable children in Kenya.

Assignment Purpose:
To technically support two implementing partners and over 130 producer groups and Savings and Loan Associations
(SLAs) in 14 communities in Kenya’s Eastern and Nyanza provinces to maximize the quality, profitability, and
sustainability of their enterprise activities and to ensure integration into local and regional markets/value-chains.

The consultant will also provide groups with more guided business identification, planning, management, and marketing support. The positions will be based locally in Kisumu and Machakos.
Qualifications:
The Consultant should have an advanced specialization in micro-enterprise development and agricultural engineering with a proven track record of successfully providing micro-enterprise development assistance to rural community groups in Nyanza and Eastern provinces.
The consultant chosen for Machakos must be fluent in Kamba and the one in Nyanza must be fluent in Luo-both
