Consultant: EMIS Scoping Study

A clear weakness in policy development is the lack of good data collection and analysis, which impacts on all key decisions, including expenditure requirements for education. The collection of more detailed school, student and teacher data and the improvement of its analysis will facilitate the achievement of improved planning, resource allocation, service delivery and quality.

The principle objective of this consultancy is to carry out a scoping study in Puntland and Somaliland to:

assess the current status of the various EMISs as developed by the Ministries and Implementing Partners
assess the current capacity of the Ministries and others to carry out educational data collection and analysis; commenting on the school survey instruments being used
recommend a strategy to combine the various efforts and resources of IPs and others to provide a comprehensive EMIS database accessible to all parties
Prepare a comprehensive plan to (re) establish an effective EMIS and detail the human and material resources required to do this.
Assess the feasibility of a joint EMIS shared by Puntland and Somaliland

SCOPE OF WORK

Working closely with the MoE Directorates of Planning and Implementing Partners carry out a survey of existing efforts to collect and analyse data for all sub sectors (including madarasad) of the education system . And identifying where the gaps are and where duplication may be occurring.
Review and assess the relevance of all instruments, forms and procedures currently being used to collect information on the status of the education system to the management and planning information needs of all directorates of the Ministry and Implementing Partners
Review the range and usefulness of these efforts and the extent to which data is analysed and used for policy and planning purposes
Building on existing education databases and EMIS capacity across the sector, put forward a strategy of how development partners can collaborate with the MoEs to establish a fully functioning EMIS
Submit this strategy for consideration to an EMIS task force with membership drawn from the key stakeholders including IPs, MoEs, school and higher education institutes.
Based on the task force approved EMIS development strategy – which possibly serves the needs of both Puntland and Somaliland (Central and South Somalia at a later stage) - prepare a comprehensive and realistic plan to design, develop and resource an EMIS including technical recommendations for ICT equipment, software and staff training. Outsourcing the EMIS function to an IPs’ led consortia should be considered as a possible option.
Outline a policy framework, aligned to the national educational policies, for the EMIS that covers the school, teacher and student data collection and analysis for the NFE, HE and TVET sub sectors, and incorporates GIS based school mapping, financial data and analysis to improve resource management and accountability
Detail the steps and resources required to plan and carry out an annual school and college survey in collaboration with the Ministry’s Implementing Partners.
Coordinate the MOE and IPs existing funds for EMIS development

The main outputs will be:

A comprehensive survey of existing data collection and analysis of the education system in Pl and SL
A strategy for the development of an effective EMIS
An EMIS development plan which includes indicative cost estimates for software, hardware, regional office links and staff development.
An Outline EMIS policy framework for PL and SL
A realistic timetable for ensure that a functioning EMIS is in place to carry out comprehensive school survey for the 2011/12 school year.

Outcomes
Improved data analysis leading to improved MoE planning, reporting and cost effect use of resources
An effective EMIS system accessible to all IPs
Policy framework for aligned to the national education policy

EXPERTISE REQUIRED
The consultant will have extensive experience in a technical advisory role and expertise in designing, planning and implementation of education management information systems worked in a capacity building role. The consultant will be familiar with resource-poor and low-capacity contexts. Experience of working in Africa, in Muslim countries and in post-conflict situations will be an advantageous.

The recommended profile of the consultant to conduct the assessment is as follows:
Demonstrated field ability to conduct scoping studies;
Able to identify key issues through quickly establishing good working relationships with key stakeholders .
Oral and written fluency of the local language with awareness of local issues is an advantage;
Minimum five years of overseas experience working in education programs preferably in the region or on a regional level
Strong personnel management experience
Good writing skills including previous proposal writing experience
Excellent coordination and collaboration skills with government ministries, donors and INGOs
Willingness to travel and work in a challenging environment
Minimum of a post graduate degree
Available immediately.

REPORTING AND FEEDBACK
The consultant will report to the Director Generals, MoE, on professional issues and on the conduct of the consultancy within Puntland and Somaliland. The report will be written in-country and submitted as a draft electronically to CfBT at the end of the consultancy visit. Comments on the draft report, if any, will be submitted to the consultant within one week of receipt and the consultant will submit a final report within one week of the receipt of comments for onward transmission to MoE.

Duration and Location

The consultant will work with both the Puntland MoE (Garowe) and the Somaliland MoE (Hargeisa). The consultancy will be for 4 weeks (24 fee paying days) commencing in November 2010.
