GLOBAL FUND KENYA COUNTRY COORDINATING MECHANISM
RECRUITMENT OF AN INDEPENDENT REVIEW PANEL TO EVALUATE PRINCIPAL RECIPIENTS (PR) APPLICATIONS
The Global Fund (GF) Kenya Country Coordinating Mechanism (CCM) is developing the Global Fund Round 10 Country Proposal and will appoint two Principal Recipients (PRs) – one for HIV and AIDS and another for Malaria disease Components during the Round 10 Country Proposal. The PRs will manage the Global Fund grant for each of the components on behalf of the CCM. The CCM is requesting for applications from interested consultants to get involved in the evaluation exercise of the Principal Recipients applications. CCM Constituencies include Government Institutions, Faith Based Organizations, Civil Society Organizations, People Living with the Diseases, Development Partners, Professional Bodies, Universities and the Private Sector Organizations.
The Independent Review Panel will comprise at most 10 experts for both disease components and the exercise is expected to take 10 days from the week of 26th July to 7th August, 2010 inclusive of weekend.
The composition of the panel will be:-
A. Qualifications:
a. Experts with post graduate public health qualifications
b. Experts with post graduate qualifications in organisational development and planning
c. Experts with post graduate qualifications in medicine
d. Experts with post graduate qualifications in education or journalism
e. Experts with post graduate qualifications in Economics/Finance
B. Experience:
1. Experience in planning or implementing Malaria and HIV and AIDS projects. Experts with experience in both diseases will be desirable.
2. Good understanding of community mobilisation
3. Good knowledge of the national strategies for fighting Malaria and HIV and AIDS
4. Understanding of the civil society and private sectors in Kenya
Applicants should not have conflict of interest in the Sub-Sub Recipients selection process and where necessary any conflict of interest should be declared. Applications should indicate preferred disease component (Malaria or HIV and AIDS) for the evaluation exercise.
