Carter Center Vacancy Announcement - Technical Advisor


Title:  Technical Advisor – 3 positions
Duty Station:   Various Locations, Southern Sudan
Duration:       6-month service contract
Closing Date:   25 June 2010

Position Description

The Technical Advisor provides technical support to the Carter Center-
supported, Ministry of Health – Government of Southern Sudan Southern
Sudan Guinea Worm Eradication Programme and at-times the Trachoma
Control Programme. Primary responsibilities of the position are to:
1.      Manage program area-of-responsibility including human, transport
and logistical resources.
2.      Work effectively in rural field location(s) with minimum
supervision and in a demanding physical environment.
3.      Ensure implementation of program technical guidelines.
4.      Establish, oversee, and support a community-level surveillance
system.
5.      Supervise field officers to implement trachoma control and Guinea
worm eradication interventions.
6.      Train and support community structures for surveillance and
intervention delivery.
7.      Liaise with governmental and non-governmental partners to achieve
community-based health program objectives.
This position is under the overall supervision of the SSGWEP Director,
MoH-GoSS and TCC Resident Technical Advisor, with direct supervision
from the relevant Regional Coordinator.
Qualifications:

Note that this position is field-based and will include working and
living in extremely basic, rural conditions.  75% of TA’s time will be
conducting supervision at the village-level.   Applicants must enter
into the position prepared to stay two years.

Minimum –
a)      Fluency  in English
b)      At least three (3) years progressive experience in implementation
of community-based programs.
c)      Must have at least two (2) years supervisory experience.
d)      A Master’s Degree in Public Health or related field
e)      Self-motivated
f)      Demonstrated ability to generate budgets and financial reports
g)      Demonstrated ability to generate concise monthly epidemiological
reports
h)      Able to work calmly under pressure and to meet deadlines
i)      Able to maintain confidentiality of information
j)      Team-Builder

Preferred -
a)      Public Health background
b)      Demonstrated ability to establish community-directed health
programs
c)      Demonstrated ability with data management computer software
applications – e.g. Excel, Access, etc.
