Compliance Manager Job Vacancy

Job Title: Compliance Manager

Department/Country: Nairobi, Kenya

Reports to: Regional Director

The Compliance Manager will be the focal point for ensuring donor grant reporting and compliance regulations are met by the Advertiser’s Global Programs and its sub-grantees.

The Compliance Manager interprets USG and other donor regulations for headquarters and field management staff; conducts training in compliance; in coordination with management and audit staff, develops and implements strategy to prevent or reduce compliance-related liabilities in publicly-funded programs; and, represents the Advertiser to donors on compliance issues.

The manager leads reviews of compliance tools and actively participates in review of contracts.

Specific Roles and Responsibilities

a. Serve as principal point of contact on grant management and compliance issues with subgrantees and donors

b. Ensure that the capacity of the overall management and finance systems and human resources are augmented in order to reduce overall risk associated with non-compliance with USG regulations (specifically 45CFR74, A21, and A133).

c. Ensure that there is a consistent understanding and implementation of the USG regulations and requirements of awards.

d. Recommend action to be taken by program leaders on sub-grantees not meeting contractual obligations or does not have the necessary internal control and finance systems in place to manage advances as required by 45CFR74, A21, A133, and GAAP.

e. Identify priority areas of focus for compliance activities including the development and delivery of a compliance training curricula and the delivery of technical assistance.

f. Ensure that the field-based program and finance staff receive compliance information as it is updated and further defined (including waivers, Donor interpretation and clarification, etc.)

g. Review A-133 audits of each sub-grantee, internal audits of each Country Program and any independent audit reports in order to:

(1) Identify medium or high risks that need priority focus;

(2) Identify chronic issues that require a systematic response/solution; and,

(3) Formulate recommendations for the Advertiser’s management and sub-grantee leadership action in order to reduce overall liability

h. Work with relevant technical expertise and regional and country coordinating teams to develop and coordinate grant management capacity building trainings at the country and regional level.

i. Communicate compliance decisions to the Advertiser’s programs in the field.

j. Develops strategies and training/learning materials to improve field staff capacity in compliance with regulations.

k. Develop and deliver training curricula on compliance issues as required.

Key Working Relationships:

Internal: HQ and Country Program Management Team, HQ and Country Finance Teams, Internal Audit

External: USG PEPFAR offices and subgrantees

Qualifications:
  1. CPA/ ACCA/ CPS/ Certified Internal auditor qualification
  2. Business Administration Degree
  3. More than 5 years of auditing experience in a reputable international organization
  4. Excellent writing and organizational skills
  5. Proven experience in training
  6. Significant USG grants management experience and knowledge of USG rules and regulations
