Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA) Jobs: Deputy Executive Director - Research

The Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA) is a not-for-profit sub-regional organization of the National Agricultural Research Institutes (NARIs) of ten countries: Burundi, D.R. Congo, Eritrea, Ethiopia, Kenya, Madagascar, Rwanda, Sudan, Tanzania and Uganda.

ASARECA's mission is promoting economic growth, fighting poverty, reducing hunger and enhancing resources through regional collective action in agricultural research for development.

It aims at increasing the efficiency of agricultural research in the region so as to enhance productivity, value added and competitiveness of the regional agricultural system.

Position 005/09
Deputy Executive Director - Research

We are seeking to recruit for a Deputy Executive Director -Research, the deputy executive director - research, under the executive director will be responsible for planning, executing, managing, and monitoring asareca's overall performance in research for development, this will require coordination as well as continuous performance management of research activities in line with the ASARECA Log-frame across seven programs implemented in the 10 ASARECA member countries.

Specific duties will include, inter alia:
  • To coordinate and be responsible for planning, execution and performance monitoring of ASARECA research for development activities in line with the log frame
  • Ensure that activities of capacity building and partnerships development unit are well embedded in the programmes
  • Deputise and act on behalf of the Executive Director during his/her absence.
  • Provide overall leadership to ensure the quality of ASARECA's science, working with other Managers to establish and implement appropriate standards and procedures.
  • Ensure the impact orientation of ASARECA's research, including supervision of the monitoring and evaluation unit.
  • Provide strategic leadership to the implementation and monitoring of ASARECA's Board-approved strategy, ensuring the alignment of research, outreach, and capacity-building activities with the strategy.
  • Coordinate the annual planning process to update ASARECA's Medium Term Plan, and associated monitoring and reporting to the Board
  • Prepare ASARECA's six months and annual reports for review by the Executive Director.
  • Represent and promote ASARECA's interests in various national, regional, and international forums.
  • Assist in coordination and preparation of the research for development agenda for the Board meeting
Qualifications and Experience

The person will have a Ph.D. in Agricultural Sciences with a minimum of 10 years of relevant experience 5 of which must have been spent in a Management and Coordination role with demonstrated leadership and management skills in a sub-regional, regional or an international organisation.

The person should be a strategic thinker with excellent analytical, planning, coordination, networking and people management skills.

One should also have effective communication and networking skills, diplomacy and a good flair for problem solving.

Duration

This contract will be initially for a period of twenty four months, renewable subject to annual performance review and availability of funding.

Special requirements
  • Applicants should be nationals of ASARECA member countries.
  • Willingness and ability for frequent travel and sustained travel to participate, organise or facilitate meetings/workshops/conferences
Remuneration and other Benefits

The remuneration package is comparable to those offered by similar regional organisations in Eastern and Central Africa.

It includes a regionally competitive salary and allowances for housing and transport, education for dependent children, health insurance, gratuity and home leave.
