Strategic Network Planning Specialist

Job Title: Strategic Network Planning Specialist

Reporting to: Bus Managing Director

Location: Dubai

Department: Buses

Agency: Public Transport

1. Job Purpose

To provide specialist support in reviewing the current and planned public transport network in Dubai, to identify current issues and recommend solutions. The specialist is expected to design, develop and assess future network options in Dubai.

These are expected to be attractive to commuters and cater for integration and multi modalism with other public transport modes as well as take into consideration future socio-economic and urban planning scenarios.

The specialist will also be responsible for the development of business cases for bus priority measures. He/She will be responsible for the integration of Bus services .
Advise, propose solutions, monitor and report on problem areas, risks, issues and obstacles on the progress of Project Teams working towards implementation of the Dubai Bus Master Plan.

3. Key Results Accountabilities
  • Identify problem areas and obstacles to effective and timely implementation of the Dubai Bus Master Plan in own specialist area.
  • Operate as technical manager and expert in network planning, modelling, appraisal studies and projects
  • Review and assess current bus network and identify issues and improvement measures. This should be documented in a comprehensive current network issues report.
  • Estimate ridership, number of bus services and fleet requirements for the implementation of Dubai Bus Master Plan as well as interim phases of development. Ridership, between an origin and a destination is disaggregated by route, travel period, service type & passenger type.
  • Develop forms to collect required data for bus demand estimation and bus network coding
  • Develop bus routes & stop locations that efficiently integrate with other public transport modes.
  • Develop forecasting scenarios including socio-economic and urban planning information as well as bus service planning specifications
  • Identify location & size of strategic bus network facilities (such as terminals, bays, lay-bys etc) to ensure integration, fast turnaround & optimal asset utilisation.
  • Develop and champion improvement initiatives through the help of other team members with the aim to ensure optimum bus network
  • Provide better understanding and insight into the feedback relationships that exist between components forming supply parameters of bus transit as well as affecting demand in Dubai.
  • Develop and deliver Masterclasses on public transport planning
  • Lead the bus planning group in an efficient, effective and productive manner
  • Liaise with PTA staff in an efficient, effective and productive manner
  • Perform other responsibilities associated with this position as required.

7. Qualifications and Experience Required
  • Degree in Transport Planning, Transport Management or similar from a recognized university.
  • 10+ years (desirable) of network design, implementation and operation experience in a similar large organization, covering the professional Competencies required to Authority standard.
  • Knowledge of sector planning processes including route utilization strategies, regional planning assessments, passenger demand forecasting and multi-modal solutions development.
  • Previous experience overseeing an expanding network in a dynamic operating environment.
