Under the overall supervision of the Permanent Secretary Ministry of Industrialization and in close collaboration with the Project Steering Committee and the UNDP, the National Programme Manager will be responsible for the overall management and smooth implementation of the project, including provision of overall coordination, management and supervision for program administrative, financial, and technical activities.
The NPM will also be required to liaise with relevant Governments, bilateral and multilateral donor/lending agencies, private sector and the National Coordinators of other participating countries.

- Overall co-ordination of administration and management aspects of the project and ensuring proper use of all project resources.
- Supervising the project staff, local or international experts/consultants working for the project. Providing overall supervision and/or coordination of project staff work to ensure the production, quality and timeliness of expected outputs.
- Preparation and update of annual work plan budgets and submission of the same to the Project Steering Committee (PSC) and United Nations Development Programme (UNDP) for approval.
- Preparing programme inception, annual, quarterly, six-monthly implementation, and procurement plans together with technical and financial progress reports and also monitoring progress of the programme against set indicators and bench marks.
- Preparing all relevant GEF mandatory monitoring meetings and reporting documents including Tripartite Review (TPR) meetings, Project Implementation Reports (PIR), Annual Project Reports (APR), Quarterly Operational Reports (QOR).
- Preparing specifications, follow-up procurement and distribution of programme equipment and ensuring that the equipment is used in accordance with established rules and regulations.
- Undertaking the preparation and participate in monitoring field visits and also organizing meetings and workshops for the implementation of the project to permit an orderly and logical organization of objectives, activities and results of the project, as well as identifying and hiring the facilities required for that purpose.
- Drafting and ensuring TORs and agreements with relevant institutions and individuals involved in the project implementation are well negotiated, prepared and ensuring fulfillment of contractual obligations such as timely preparation of prescribed outputs. Ensuring throughout the project a systematic coordination of the various consultants, subcontracted institutions and other entities in order to guarantee that the resulting materials/reports will be made with the greatest degree of coordination and completeness to reach the project objectives.
- Ensuring that involved agencies mobilize and deliver the inputs in accordance with their letters of agreement or contracts, and
- Provision of support to programme consultants, both national and international, in administrative procedures.
- Assuming direct responsibility for managing the project’s budget and physical assets as Committing Officer in line with financial disbursement and control procedures.
- Assisting implementing and collaborating institutions in the maintenance of project accounts and assist in facilitating linkages and effective communication between key institutional stakeholders and acting as secretary of both the Project Steering Committee and the Technical and Management Committee of the project, including maintaining all records of minutes and other documents and responding to communication from clients and partners.
- Liaising with the appointed representatives of the four (4) EAC countries involved in the project.
- Undertaking other relevant duties as directed by the Project Steering Committee and Executing Agency and UNDP.
Qualifications and Experience
The NPM will have proven senior level management and administrative experience. Experience in project management and Government procedures, will be an added advantage. Computer skills and proven ability to write technical reports are essential attributes. The person will have excellent interpersonal skills and demonstrative ability to network and foster teamwork.

- A Bachelors Degree in Engineering or any other related field with a bias in energy standards.
- A Masters in Business Administration highly desirable
- Previous project management experience of at least five (5) years.
- Strong foundation in energy efficiency in either private sector or in a public sector. Relevant working experience of 5 years in energy technologies or energy related standards and labels.
- Be computer literate

- Assist the NPM in administering project and supervising technical and field operations.
- Work collaboratively with the PMU staff members in planning and implementing technical activities, providing support to project stakeholders including Kenya Bureau of Standards, KAM, private enterprises, participating financial institutions and end-users .
- In collaboration with NPM assist in preparing monthly and quarterly technical reports for the Project Steering Committee (PSC), Ministry of Industrialization ( MOI) and UNDP.
- He with liaise with the Bureau of standards as well as other accredited internal standard bodies to develop suitable Minimum Energy Performance Standards (MEPs) to be implemented in country.
- In consultation with the NPM organize technical review meetings to develop the standards.
- Prepare awareness materials for all the stakeholders and participate in forums to promote the standards and the project.
- Work collaboratively with PMU staff to coordinate expatriate technical assistance for the project.
- Participate in the evaluation and monitoring of equipment and appliances in the field for the purpose of monitoring awareness and impact.
- Prepare project and equipment lists/budgets as necessary.

The successful applicant shall be entitled to an attractive remuneration package commensurate with their qualifications and experience, which will be negotiated with the successful applicants.
This is a non-staff contract under the service Contract modality of hiring of the UNDP. Individuals engaged under a Service Contract serve in their individual capacity and not as representatives of a government institution, corporative body or other authority external to UNDP.
Therefore the incumbents shall not be considered as staff of UNDP, the UN system or the Government and therefore are not entitled to any diplomatic privileges, or to any other special status or conditions.
Duration of the Assignment:
