The Kenya Anti-Corruption Advisory Board (the Board) wishes to fill the positions of Director and Assistant Directors of the Kenya Anti-Corruption Commission
The Board is established by the Anti-Corruption and Economic Crimes Act, 2003 (the Act). It comprises members nominated by various professional bodies and civil society, and is accountable only to Parliament in the performance of its duties.
The Kenya Anti-Corruption Commission (the Commission) is also established under the Act as an independent public authority to combat corruption and economic crimes.
The Commission is empowered to investigate corruption and economic crimes, advise on the elimination of corrupt practices, educate the public and enlist Public support in pursuing its mandate, and recover, or seek compensation for public properly lost or damaged as a result of corruption or economic crimes.
The Board’s principal function is to advise the Commission on the exercise of its powers. It also has the sole authority to recommend to the National Assembly for approval and subsequent appointment by the President of persons to serve as Director and Assistant Directors of the Commission.
The Board therefore wishes to recruit a Director and two (2) Assistant Directors to serve in the Commission.
Director

The Director shall be the Chief Executive Officer of the Commission, responsible for its overall direction and management and for the organization and conduct of its day-to-day business. In particular, the Director shall formulate policies and develop structures, systems, procedures and programmes for the Commission to ensure the effective enforcement of the Act.
In performing these functions, the Director shall work in close liaison with the Board, for whom the Director shall also serve as Secretary.

The Candidate
The successful candidate shall possess the following qualifications and qualities:
- Be a graduate from a recognized university, and possess another relevant post-graduate degree in any of the following fields- law, public administration, accounting, financial matters, or the investigation of fraud and corruption.
- Have served for at least fifteen (15) years in public service or in a senior management position in the private sector with relevant experience in any of the fields mentioned above.
- Possess an excellent understanding of the Commission’s legal mandate and Kenyas legal system and processes.
- Be a person of outstanding honesty and integrity, with a distinguished service record either in public or private sector.
- Be a person of courage and independent-minded to be able to drive the anti-corruption agenda
- Be a strategic thinker, results-oriented, possessing a high degree of initiative, dynamism, and managerial acumen, and capable of developing clear organizational goals and strategies that are consistent with the Commission’s mandate.
- Have effective interpersonal and communication skills that can inspire and motivate the work force of the Commission and contribute to effective external representation of the Commission to stakeholders.
Assistant Director (Legal Services)

- The provision of legal advice and services to the Commission.
- The institution of civil litigation for recovery of public property
- The institution of civil litigation for compensation or for damages resulting from loss of, or damage, to public property
- The institution of proceedings for the forfeiture of unexplained wealth, and applications for orders prohibiting the transfer, disposal or handling of properly suspected to have been corruptly acquired -
- Recommending cases for criminal prosecution.

- Be a university graduate in law from a recognized University
- Be an advocate of the High Court of Kenya
- Have at least twelve (12) years experience, seven (7) of which must be in the prosecution of civil and criminal cases
- Be of outstanding honesty and integrity
- Have outstanding interpersonal and communication skills
- Be able to provide technical and administrative leadership as-and-when required.
- Possession of postgraduate qualification will be an added advantage.
Assistant Director (Education, Research, Policy and Preventive Services)

Under the overall direction and management of the Director, the Assistant Director (Education, Research, Policy and Preventive Services) shall be responsible for:
- Design, implementation and management of governance and anti-corruption programmes and projects in partnership with other public organisations.
- Organization, hosting and participating in seminars, workshops, conferences and other educational and training initiatives.
- Design and promotion of best practices, systems, procedures and codes of conduct and ethics and other good governance and anti-corruption measures for organizations.
- Design and conduct of research and critical reviews, preparation of actionable plans, and dissemination of findings.
- Design, development, production and distribution of educational materials.
- Design, implementation and management of additional suitable policies to enable the Commission to undertake and fulfill as statutory mandate.
- Development and implementation of corruption prevention initiatives.

- Be a graduate from a recognized university with a Masters degree in either Education, Research or Public Policy. Possession of a PhD would be an added advantage.
- Have at least twelve (12) years experience in the design and management of policy, research and educational programmes and advocacy, including in the examination of operating systems and procedures in the public or private sectors, in institutional design and reform, in the design of preventative measures and educational and training initiatives, and in coalition-building
- Demonstrate a good understanding of issues of governance and corruption in Kenya
- Be of outstanding honesty and integrity
- Have outstanding interpersonal and communication skills, and the ability to liaise at a senior level with other organizations
- Be able to provide technical and administrative leadership as and when required
- Possession of a demonstrable track record in research and publication on issues of ethics, governance and corruption, with relevant international training, experience and exposure will be an added advantage.
The successful candidate for the position of Director will be recommended to the National Assembly for approval and subsequent appointment by the President for a term of five years.
The successful candidates for the positions of Assistant Directors will be recommended to Parliament for approval and subsequent appointment by the President for terms of either four (4) or five (5) years.
Remuneration packages will be negotiated depending on qualification and experience, but will be sufficiently attractive for persons looking for such challenging assignments.
