BMZ-UNHCR-GTZ Partnership Operations Jobs: Project Manager Urban Refugee Assistance Program

Location: Kenya - Nairobi

Summary:

This position exists under the Urban Refugee Assistance Program. The PM is responsible for all GTZ activities related to the Refugee Assistance Project.

S/he will liaise closely with the PM on all programmatic areas and on all issues relating to policy, new initiatives and project development.

The PM is responsible for ensuring that those accessing services through the project do so at the highest and most efficient level.

General Management:

  • In conjunction with the Program Manager responsible for all programmatic, budgetary and administrative decisions relating to GTZ’s project activities in Nairobi.
  • In conjunction with the Program Manager undertake all programmatic planning for the project.
  • Identify and develop areas for growth in relation to this project, and in close liaison with the Program Manager develop further activities where appropriate
Personnel Management:
  • Directly supervise and manage all project section heads
  • In collaboration with the Human Resources (HR) Officer of the GTZ office (where appropriate), manage all personnel involved in the project, including appraisals, recruitment, training programmes and dealing with all disciplinary matters.
  • In collaboration with the HR officer, develop descriptions for new and existing positions, both ex-pat and national.
Financial Management:
  • In conjunction with the Regional Finance Manager and Financial Controller, monitor all budgetary issues relating to the project including all spenind versus budget in preparation for regular budget revisions.
  • Assist and liaise with the Finance Manager and Finance Controller with financial reports relating to the project.
  • Prepare budgets for future projects or areas of expansion
Proposals and Reporting:
  • Research and write funding proposals (incl. budgets, log-frames and work plans) relating to the development of the existing refugee programmes and to the expansion into new areas of refugee activity.
  • Prepare the Project Annual Project Proposal for submission to UNHCR with detailed log-frame, budget and work plans.
  • Be responsible for the timely separation of the following reports,
  1. Quarterly sub-project monitoring reports for UNHCR (SPMR)
  2. Annual Project Report
  3. Donor reports in general
Meetings/Liaison:
  • Attend regular meetings with UNHCR, IOM and other stakeholders
  • Attend and organize regular meetings with section heads and officers
  • Represent GTZ at any further meetings/workshops/conferences etc. as relevant
Other:
  • As part of overall project monitoring and development occasionally visit both Kakuma and Dadaab camps
  • Closely monitor and evaluate security provisions. Liaise with UNHCR Field Security Office to ensure that the highest standards are maintained
  • The Deputy Project Coordinator will not at any time discuss with the media any aspect of his/her activities without the consultation and approval of the RD
  • Attend to any training and skills update courses as they may arise
  • Other duties as may be requested by the RD
Qualifications
  • Masters degree in Political Science, Development, Sociology, Administration or other relevant degree.
  • 3-5 years experience in project management or coordination
  • Previous experience of humanitarian or community development projects
  • Previous experience of working with refugees and UNHCR.
  • Excellent written and communication skills
  • Excellent computer skills
Desirable
  • Experience of working with refugees in the East and Horn of Africa
  • Working knowledge of German, Kiswahili, Somali, Oromo, Amharic and/or Kinya-rwanda (English is mandatory)
  • Fundraising experience.
  • Previous experience working with the Nairobi City Council, Ministry of Education and Health in Kenya.
