BMZ-UNHCR-GTZ Partnership Operations Jobs: Accommodation Centre Manager (URAP)

Location: Kenya - Nairobi

Summary:

The Accommodation Centre offers accommodation and other services on a temporary basis to persons of concern to UNHCR and GTZ. During their stay, refugees and asylum-seekers receive medical, community services, shelter, food and protection assistance.

This position seeks to provide for the well-being of residents through

1) Overall responsibility for the management of the centre

2) representation of the centre in internal/external meetings

3) overseeing all HR issues


4) Overseeing the development of the psycho-social and income-generation activities of residents

5) Overseeing the procurement and store keeping management

6) developing strategies for resource mobilization

Duties & Responsibilities:
  • Ensure management meets on a weekly basis to update on progress and challenges. Ensure a general staff meeting is held on a regular basis to encourage open communication.
  • Manage the centre and ensure the efficient and cost effective operation of activities.
  • Keep track of budget, cash forecast, petty cash and other financial issues in consultation with the Project Manager.
  • Maintain communication flow between the centre, project manager and other departments.
  • Responsible for all HR and administration issues and manage all staff. Devise and implement a shift roster for all staff. Develop a weekly work schedule, all staff to report on activities in order to ease follow up/keep track of activities.
  • Oversee and ensure efficient case management by operations manager.
  • Prepare and submit reports as per management requirements and guidelines.
  • Manage the inventory system to monitor the receipt, issue and recording of stocks of all food/non-food items and capital items. Ensure regular stock-taking and preparation of weekly food consumption and monthly NFI consumption reports.
  • Attend section head meetings.
  • Ensure proper maintenance of the centre and the compound.
  • Ensure residents’ safety and security.
  • Promote peaceful co-existence of residents and staff and ensure all reported incidents are dealt with according to the official rules and regulations.
  • Enforce Code of Conduct for both residents and staff and ensure comprehensive and accurate Incident Register is maintained.
  • Ensure fair and transparent distribution of donated items (clothes, books etc.).
  • Supervise the log of all facilities and equipment maintenance work done on the property. Periodically assess and report on the status of existing equipment.
  • Ensure that the security officers adhere to all standard operating procedures.
  • Any other duties assigned by management
Qualifications
  • Bachelors Degree in Political Science, Development, Sociology, Administration or other relevant degree.
  • 3-5 years working experience in projects
  • Previous experience of humanitarian or community development projects
  • Previous experience of working with refugees and UNHCR or any other Vulnerable Groups.
  • Institutional Management experience and possession of Psychosocial skills or training will be an an added advantage
  • Excellent written and communication skills
  • Excellent computer skills
Desirable
  • Experience of working with refugees in the East and Horn of Africa
  • Fundraising experience.
  • Previous experience of Coordination with the Nairobi City Council, Ministry of Education and Health in Kenya is desirable.
