- Duties and Responsibilities
Under the direct supervision of the Finance Assistant, and the overall supervision of the Snr. Admin/Finance Officer, the incumbent will perform the following duties and functions:
- Assists in the preparation of periodic accounting records by recording receipts and disbursements (ledgers, cash books, vouchers, etc.) and reconciling data for recurring or special reports. Maintains contacts with local banks and verifies accounts status, currency exchange and obtaining approval for cheque clearance;
- In the absence of the Finance Assistant, compiles and verifies budget and accounting data by checking files, calculating costs and estimating anticipated expenditures. When authorized, makes disbursement from petty cash fund, maintains records of these disbursements and balances accounts as required;
- Assists newly arriving or departing staff members on opening or closing personal bank accounts, advise on exchanging currency and other financial matters;
- Assist and advise international staff, experts and consultants/secondees on all respects of entitlements and allowances , salary advances, travel claims and other financial matters;
- Liaise with South Sudan, RSH Unit and Supply Unit for procurement on behalf of countries covered by the region and prepare Cash Forecast; maintain required cash-flow levels to cover the needs of the Office;
- Prepares routine correspondence and maintains personal and telephone contacts with staff members and suppliers to discuss matters concerning outstanding payments and related assignments;
- In the absence of the Finance Assistants, computes all salary/wage payments for temporary assistance, local claims, DSA, mileage and overtime payments;
- Monitors cash balances, effect payments and ensures that funds are available in the cashbook to cover issued cheques and bank transfer letters;
- In the absence of the Finance Assistant, monitor the General Ledger update in the MSRP. Prepares bank reconciliation reports on monthly basis and ensure accuracy of the Cash Book Balance with Ledgers and bank statements;
- Files vouchers and financial documents according to UNHCR Financial Documents Filing System.
- Distributes cheques to payees by collecting the necessary signatures/receipts ;
- Photocopy/scan all vouchers and their supporting documents for sharing with authorising Offices.
- Perform other duties as required.
- Qualifications
- Education and Skills: Completion of secondary education with pos-secondary training/certificate in Finance, Business Administration, Accounting or related field. Additional relevant commercial training is desirable. A Diploma in Finance, Business Administration or Accounting would be an added advantage.
- Experience: At least two years experience in clerical work, preferably accounting. Ability to use Microsoft Word and Excel applications as well as UNHCR budget/accounting software (MSRP).
- Language: Fluency in English and Kiswahili. Working knowledge of another UN language is an added advantage.
