LAND USE OFFICER(LUO) (1 POST)

ADAP (The Association for Development of Protected Areas) is a Swiss based Non Governmental Organisation whose main objective is to promote sustainable development of Protected Areas through community participation in the management of Natural Resources. The Association supports rural communities' initiatives to implement national policies that promote community-based conservation of natural resources.
ADAP is developing its project 'Community management of the natural resources in the division of Inyonga, district of Mpanda and Namtumbo & Tunduru in Songea. The programme supports Community Based Organisations (eg Inyonga Beekeeping Association and Inyonga Ecotourism Association) and the communities in the villages of Inyonga Mpanda and in Namtumbo & Tunduru Districts (Songea)
The project aims at supporting a participative management of the natural resources while bringing support to the community members in order to help them to increase the quality as well as the quantity of their products, but also by helping them to reach new markets. The project also aims at establishing management plans on the Village lands in order to decrease the conflicts related to the use of lands, but also to improve their water shed management.
The main objective of ADAP's project is to support alternative income generation activity to benefit local communities so as to contribute to reduction of unsustainable use of natural resources (poaching, illegal timber cutting etc) in order to improve living conditions of the supported communities.
2.1. DUTIES AND RESPONSIBILITIES
1. The LUO is taking care of the whole process of PLUM in the 13 villages of Inyonga Division, under the supervision of the PC.
2. The LUO coordinates with other stakeholders the implementation of the of Detailed Management Plans (grazing, forestry water sources, agricultural land, settlements .. )
3. The LUO, in collaboration with the Community Development Officer, works with villages and relevant officials to implement specific natural resources management improvement through micro project setting up into the village's project including setting up of decisional dispute settlement mechanism (mabaraza ya Ardhi ya Kata na VijijO.
4. The LUO collects GPS data on land use and other activities related to ADAP's project, and integrate them into a Geographic Information System.
5. The LUO takes the necessary steps to reorganize and harmonize village by-laws as passed by village councils
6. The LUO oversees the process of the Title Deeds elaboration and distribution
9. The LUO participates in the Miele Forest Bee Reserve management of in coordination with the PC.
10. The LUO organises, in collaboration with other stakeholders, the distribution of the Identity card that allow the beekeepers to access protected areas.
2.2 QUALIFICATIONS AND EXPERIENCE
1. Holder of a Degree from UCLAS or Advanced Diploma in Community Development, Sociology, Rural Development, Rural Development Planning, Gender in Development or Development Economics
2. At least two years of working experience in land use management
3. Ability to quickly implement action plan relating to land use management and improvement
4. Good knowledge of the Tanzanian laws and regulations concerning the land property
5. Mediation abilities to bring different stakeholders together to the table of negotiation
6. Experience of working in rural settings and ability to communicate with rural communities
7. Good command of writing and speaking English and Kiswahili languages
8. Honesty, organisation, ability to work under pressure and necessary interpersonal skills to work in a multidisciplinary environment
9. Must be computer literate
10. Willingness to live in rural settings with limited infrastructure
3.0 Tenms of Service
The appointments will be on yearly basis contract following three months of probation. The contract will be re-newed yearly subject to performance of the candidate and availability of funds to run the project.
