Major Duties and responsibilities
- Work with the government counterpart Ministries to identify fields of development in the area of HIV/AIDS where food aid can be usefully utilised and give assistance in planning, formulating and targeting recipients, including women.
- Co-ordinate the development of joint implementation modalities with partner UN agencies and key implementing partners. Promote further collaborative undertakings with UN partners and NGOs supporting HIV/AIDS programmes and activities in Kenya.
- As a member of a team, participate in review and evaluation functions, field assessments, project appraisals and studies of HIV/AIDS including other Country Office programmes to improve targeting and implementation.
- Provide analytical briefs, written and verbal comments on drafts.
- Manage, co-ordinate and undertake planning activities of HIV/AIDS Programme and directly supervise staff under HIV/AIDS Unit.
- Undertake systematic project monitoring to assess project performance, achievements of targets and problems faced.
- Through periodic reviews assess performance of Project against targeted outputs and co-ordinate activities at all levels within the beneficiary districts and ensure smooth utilisation of WFP food commodities allocated to Implementing Partners for use in the Project.
- Promote measures leading to sustainability of the HIV/AIDS Programme such as Income Generating Activity initiatives by Implementing Partners.
- Provide guidance on management of project resources through preparation and updating of forward plans/forecasts and budgets.
- Liaise with project implementing authorities and undertake visits to review project outputs and beneficiaries, inspect storage spaces and points where WFP commodities are received to ensure that progress is made in the achievement of project objectives.
- Co-ordinate collection and analysis of data on food distribution monitoring and other information required to assess achievements of project objectives/targets.
- Prepare HIV/AIDS reports by reconciling regularly and as appropriate with heads of field/satellite offices and Implementing Partners, food commodity transaction records (opening balances, receipts, dispatches, losses and closing balances).
- Assess training needs of counterpart staff to improve project performance and oversee organisation of training programmes.
- Supervise different components of training activities and when necessary identify suitable trainers and resource persons.
- Supervise preparation of advocacy materials for HIV/AIDS. Work closely with the Public Information Office in efforts to advocate for WFP’s HIV/AIDS Programme.
- Serve on the UN Joint Team on HIV and AIDS and coordinate with key government ministries and other stakeholders the joint programme, overseeing budget and activities related to the establishment of Roadside Wellness Centres.
- Monitor the development and implementation of HIV/AIDS workplace policies and prevention activities among WFP short-listed transport companies.
- Prepare terms of reference, briefing materials, organize meetings and field trip schedules for evaluation/appraisal missions.
- Represent WFP at relevant meetings/functions, prepare briefs, accompany donors/visitors on field trips and co-ordinate.
- Undertake any other duties as may be assigned from time to time.
Qualifications and Experience
Essential: Postgraduate university degree, preferably in Education, Social Sciences, Nutrition or equivalent.

Experience:
- At least three years postgraduate with International Organisation or Government Ministry employing food assistance and HIV/AIDS programmes.
- A thorough knowledge of project planning, management and monitoring and Evaluation systems.
- A high level of analytical capability and excellent interpersonal, writing and oral presentation skills.
- Computer skills in word processing and spreadsheet applications (MS-Word, Excel, etc.).
- Ability to plan and organise work and supervise staff; resourcefulness, initiative, maturity of judgement, tact, ability to establish and maintain effective working relations with other UN agencies, Government departments and communities of different national and cultural background.
- Excellent writing skills.
