Walter Reed Project HIV Program Kericho / Henry Jackson Foundation for Medical Research International (HJF MRI) is seeking to fill the positions listed below.
The HIV Program carry out HIV AIDS vaccine and therapeutic research studies and support HIV prevention, care and treatment programs in southern Rift Valley.
1. Assistant Human Resources Manager
(1 Post)
The Assistant Human Resources Manager will assist with the administration of the day-to-day operations of the human resources functions and duties at the Walter Reed Project in Kericho.
Primary Duties: The incumbent will assist with the day-to-day operations of the human resources office. He/she will manage personnel folders, maintain personnel database and manage leave records. He/she will be the primary point of contact on employee benefit program. The officer will be in charge of orientation for new employees.
Additional duties: The Officer will also assist in the following areas: staff recruitment, performance management, employee relations, personnel development and staff welfare. He/she will be expected to avail correct interpretation of personnel policies and assist the organization to ensure that Kenya labour laws are adhered to. He/she may be called upon to liaise with USAMRU-K headquarters and KEMRI on personnel issues.

2. HOPE Program Manager

Job Summary: Incumbent will serve as the Program Manager for the US President’s Emergency Plan for AIDS Relief (PEPFAR) funded Prevention of Mother to Child Transmission of HIV Infection (PMTCT) Public Health Evaluation (PHE) activity in collaboration with the Kenya Medical Research Institute / Walter Reed Project (KEMRI/WRP). The title of the PHE is “How to Optimize PMTCT Effectiveness” (HOPE).
Essential Primary Duties:

Job Summary: Incumbent will serve as the Program Manager for the US President’s Emergency Plan for AIDS Relief (PEPFAR) funded Prevention of Mother to Child Transmission of HIV Infection (PMTCT) Public Health Evaluation (PHE) activity in collaboration with the Kenya Medical Research Institute / Walter Reed Project (KEMRI/WRP). The title of the PHE is “How to Optimize PMTCT Effectiveness” (HOPE).
Essential Primary Duties:
- Assist in the final country adaptation of the international protocol in consultation with relevant national and international HOPE PHE and PMTCT stakeholders.
- Assemble the study team to implement the PHE protocol which will include hiring and training of the identified necessary staff.
- Support the PHE staff in executing the PHE
- Manage, coordinate and oversee ongoing PHE activities under the KEMRI/WRP HIV Program Director and Principal Investigator
- Conduct other PHE activities as directed by the Kericho HIV Program Director and Deputy Director
Coexisting Secondary Duties:
- Work closely with the HIV Program Director, Deputy Director and Principal Investigator to assure successful execution of the PHE.
- Oversee the establishment of work priorities, setting work schedules and goals, and use his/her own initiative and judgment to best support existing staff in the execution of the PHE activities.
- As required and under the supervision of the Principal Investigator, and/or designated competent clinical authority, conduct the PHE activities as set forth in specified approved research protocols.
- Liaise with appropriate regulatory authorities to assure proper execution, monitoring, reporting, and support to the PHE.
- Oversee and/or contribute to the development of standard operating procedures for the PHE activities under the Kericho program and/or PEPFAR where necessary.
- (vi) Assure adherence to PEPFAR and other relevant standard operating procedures and processes as necessary to support associated PHE activities.
- Review and if necessary revise existing procedures to ensure compliance with PHE, MHRP and/or local and applicable US federal requirements.
- Installing, implementing and overseeing the conduct of Good Clinical practices.
- Assess current and future staffing and training needs and propose and maintain adequate levels of each to assure the proper functioning of the PHE activities
- Maintain a constant focus on research objectives. As a key member of the scientific team planning and executing the PHE, the incumbent will maintain a clear focus on the overall scientific objectives of the research and will be alert to events which might undermine the quality of the data, items of information which might be important to add to the data collected and to lines of investigation which may be important to develop as new research objectives.

Minimum Requirements
- MBChB degree
- Registered with the Kenya Medical Practitioners and Dentists Board
- Training on HIV AIDS prevention and treatment including PMTCT
Additional Requirements
- Masters in Public Health or other relevant MMED
- Knowledge of general medical/health research study design concepts, data management and analysis methods, and Protection of Human Subject concerns and requirements. (Highly desirable, but not essential).
- At least three years working experience in the management of HIV prevention, care and treatment program.
- Knowledge of the Kenya national PMTCT program
- Proficiency in office automation (e.g. Word processing, spread sheets and preferably small data base management systems
- Good communication and capacity building skills.
- Ability to train and supervise others

3. Monitoring and Evaluation Officer

Key Responsibilities: Manage and supervise the Monitoring and Evaluation (M & E) unit staff and provide technical oversight on all M & E issues. He /she will lead in the development and management of databases for thematic program areas.
The officer will coordinate data collection, analysis and compile reports which include annual, semi annual and monthly progress reports.
He/she will guide the organization in the use of data for management and planning.
The officer will be required to develop technical reports from ongoing programs and share them internally and with the donors.
He/she will oversee all data dissemination and feedback processes and support compilation of reports and other written documents for submission to donors and other stakeholders. He /she will also ensure the collation and documentation of programme experiences.
Other duties will include building staff and partner capacity by conducting regular training on M & E, attend external meetings and taskforces that require M & E input, validate data sent from the field by periodic monitoring of the existing database management system, assist in periodic review of program performance and provide supportive supervisory visits to health facilities to
monitor implementation (and mentorship on maintenance of various registers).

- Bachelors’ degree in computer science / statistic/ basic health science (nursing or environmental health) with emphasis on M & E.
- Training in monitoring and evaluation.
- Training in and experience with quantitative data analysis software specifically SPSS.
- Knowledge of MS Access, KAPMS, SAS, STATA or EPI INFO and qualitative data analysis software is a must.
Additional Requirements
- Master of Public Health training
- Three years experience in M & E or Strategic Information development in a US Presidents’ Emergency Plan for Aids Relief (PEPFAR) funded health intervention program.
- Good understanding of public health issues particularly HIV/AIDS and TB.
- Good understanding of community based activities particularly OVC.
- Demonstrable experience in writing donor reports.

4. Director, US President’s Emergency Plan for AIDS Relief (PEPFAR) Program, South Rift Valley

Jackson Foundation for the Advancement of Military Medicine (HJF) at the HIV Programme in Kericho.
He/she will have overall responsibilities for the execution of the Prevention Care and Treatment Programme in the South Rift Valley region in Kenya. Primary Duties
- Provide strategic vision and planning guidance for the President’s Emergency Plan for AIDS Relief (PEPFAR) Program activities in the South Rift Valley region.
- Identify personnel shortage and provide to the human resources office for recruitment.
- Provide direct, on-site supervision of PEPFAR activities for implementing partners with a particular emphasis on HIV prevention, clinical care, treatment and support.
- Represent HIV Program to both US and Kenyan government entities including PEPFAR Interagency Team at the US Embassy, the Ministry of Health, and other key stake holders.
- Develop and facilitate collaborations with other PEPFAR implementing agencies and partners as directed by the HIV Program Director.
- The officer shall represent HIV Program in all PEPFAR meetings.
- All activities noted above will be conducted under the direct guidance and supervision of the HIV Program Director.
- Assume leadership and responsibility of other HIV Program activities as deemed necessary by HIV Program Director.
Minimum Requirements
- MBChB degree
- Registered with the Kenya Medical Practitioners and Dentists Board
- Minimum three years working experience in the management of a large HIV prevention, care and treatment program.

- Training on HIV AIDS prevention and treatment
