The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level.
Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.
UNEP's Division of Early Warning and Assessment (DEWA) is responsible for analyzing the state of the global environment, providing early warning information and assessing global and regional environmental trends to catalyse and promote international cooperation and action on the environment.
This post is located in UNEP/DEWA at the Nairobi Duty Station.
Responsibilities
Under the overall guidance of the Director, DEWA, and the direct supervision of the Chief, Capacity Development Branch and Deputy Director, DEWA the incumbent of the post will:
1) contribute to the results-based management and delivery of UNEP's capacity development programme in early warning and assessment, within the framework of the Bali Strategic Plan and UNEP's Medium Term Strategy as follows:
1.1) Develop, coordinate, implement and evaluate assigned capacity building projects or project components.
1.2) Coordinate and/or contribute to the provision of training materials on capacity building in science-based environmental assessment (integrated and thematic) and early warning of emerging environmental threats at global, regional, national and local levels
1.3) Play an active role in programme planning and partnership building, in consultation with staff of Regional Offices.
1.4) Contribute to the capacity building activities for global assessments.
1.5) Develop and update relevant areas of UNEP's website.
2) provide technical support and guidance to Regional Offices for regional and sub-regional capacity development under Section F of the Bali Strategic Plan.
2.1) Undertake specific capacity development activities at the regional and sub-regional levels spanning all relevant focal areas and ensuring maximum coordination and harmonization between headquarters and the regions.
2.2) Promote South-South cooperation among all relevant stakeholders.
2.3) Liaise with regional staff to ensure quality and timeliness of outputs and the provision of feedback.
3) Support UNEP's participation in Delivering as One.
3.1) Support the Delivering as One process by participating in the development of specialized training courses that meet the needs of the UN Country Teams and other relevant national stakeholders.
3.2) Contribute to Common Country Assessment and the United Nations Development Assistant Fund processes, as requested by UNEP Regional Offices, ensuring that environmental sustainability is incorporated in national capacity development interventions.
3.3) Participate in the work of UNEP steering committees and expert working groups supporting the Delivering as One process.
3.4) Support UNEP staff in the regions and in selected countries by assisting with programme implementation and the development of strategies and workplans.

- In depth expertise in at least one of the following areas: climate change, environmental drivers of disasters and conflicts, ecosystems valuation, monitoring and management, chemicals and the environment, resource efficiency, international environmental governance.
- Proven ability in the design and management of training programmes.
- Ability to develop tools, methodologies and training materials to support national and regional capacity building in science-based environmental assessment and related processes.
- Experience of preparing funding proposals, resource mobilization and strategic planning.

Qualifications
Education: Advanced university degree (master's degree or equivalent) in environmental science or development studies. A relevant first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience: Seven years experience in environmental programme/project management including scientific environmental assessment and reporting at a national or international level and at least 3 years experience in the development, management and delivery of capacity building activities in the area of environmental assessment and information for decision making. First hand experience of Capacity building in a developing country a distinct advantage. Work experience in a multidisciplinary and multicultural context an advantage. Experience in development of cooperation and in the UN systems an asset.
Languages: English and French are the working languages of the United Nations Secretariat. For the advertised post, fluency in oral and written English is required. Knowledge of other United Nations languages an asset.
Other Skills: Excellent computer skills (Microsoft Office, email, internet) are required. Practical experience of Results Based management and reporting.
