Nutrition Information Specialist (Special Service Agreement)

Duration of the assignment: Max two month (November-December 2009)

Purpose of assignment

NIPHORN is a regional programme designed to enhance the quality, availability and integration of nutrition information in Eritrea, Ethiopia, Somalia, Kenya and Uganda and at the regional level and data into humanitarian decision making mechanisms such as the IPC and HNTS.

The proposal also aims to ensure that quality nutrition information and data is available and integrated into national nutrition information systems for long term planning and evaluation of programming.

The project aims to achieve the following results:
  • Five countries (Eritrea, Ethiopia, Uganda, Kenya and Somalia) have updated Nutrition Survey Guidelines.
  • 90% of nutrition surveys conducted in five countries, each year, use the methods and indicators described in National Nutrition Survey Guidelines.
  • 90% of nutrition surveys conducted in five countries, each year, report data quality checks as described in the National Survey Guidelines and are validated by a central committee at national level.
  • Nutrition surveys and other nutrition information are collated, validated, analysed and reported on a quarterly basis in each country and at regional level.
  • With additional capacity and attention at the country level there is now a need for the Regional office to build capacity to adequately utilize the improved flow of information both back to the country offices and to regional decision makers and partners.
Objectives of Appointment

This assignment aims to ensure the Regional Office has adequate capacity to utilize improved flow of nutrition data and information from the 5 country offices
  1. In consultation with Regional Office Nutrition Specialist produce 1 edition of the Quarterly Regional Nutrition Bulletin using data collated from the five countries.
  2. Support the Regional Nutrition Specialist and UNICEF Country Offices to implement studies for the development of new approaches (e.g. Small sample size surveys), methodologies and guidance (e.g. SMART) for nutrition surveys and surveillance systems in the region.
  3. Support the Regional Office Nutrition section to collate and develop an archive for nutrition survey, surveillance and programme data and information from five countries of the Horn Africa (Eritrea, Ethiopia, Kenya, Somalia, Uganda).
  4. On an ad-hoc basis produce summaries, regional analysis and briefings based on nutrition information in the region.
Existing Resources

Regional and Country Level Nutrition Information Specialists and dedicated funding for the building of national capacity.

Quality Assurance

The quality of the output of the consultant will be reviewed by the Regional Nutrition Advisor, and Nutrition Specialist within UNICEF Regional Office.

Qualifications

Education: Advanced University Degree Public Health /Nutrition

Work Experience: Minimum of six (6) years of responsible professional work experience in Nutrition Information Systems, statistics and computer programming required

Language: Fluency in English required and another UN working language an asset.
