1.0 Job Summary

Working in close collaboration with the Program Manager, the Juba-based Program Officer for Water and Sanitation will be responsible for managing Water Chlorination activities relating to the new Emergency Relief Fund. The goal of this program is to continue with Tanker Truck chlorination in the Seven sites in Juba (Juba na Bari, Gabat, jebel Nyoka, Mudarat, Kator Bridge, Kator cassava and Kator Cassava 2). In which it is estimated that up to 70% of Juba’s water is supplied, in order to provide more time for the program to be properly phased out.

2.0 Essential Duties and Responsibilities:

  1. Under the guidance of the Program Manager you will supervise 38 chlorination assistants to ensure that they are giving the appropriate dosage of concentrated chlorine added to the Tanker trucks on a daily basis.
  2. You will work with the Chlorination assistants to record the truck tank haul volume of chlorine added to each truck and the time of refilling.
  3. You will liaise with Unicef, the ministry of health, Juba Water department and other stakeholders in the chlorination services in order to periodically review the chlorination situation.
  4. Coordinate the chlorination interventions and ensure maximum effectiveness of the program.
  5. You will conduct weekly raw river water quality tests to determine the proper dose of chlorine added to the Tanker trucks.
  6. To work in close collaboration with other stakeholders involved in similar health work to ensure an integrated approach to people's health needs.
  7. Coordinate, monitor, and provide logistical support of all Water chlorination activities.
  8. To ensure that sustainable systems are set in place for longer term operation, you will work closely with the Ministry of Urban water to come up with phase-out strategy.
  9. Develop tracking tools as necessary and maintain an inventory for all water chlorination related inputs.
  10. Develop and maintain working relationships with key community leaders, government officials, and beneficiaries
  11. Prepare weekly, monthly reports and final reports on activities progress, constraints and suggestions for improved performance.
  12. Prepare procurement documents related to activities in consultation with the logistics department.
  13. Maintain meticulous records of all distributed assets and workshops
  14. Perform any other duties as required by your supervisor.


  1. Required Qualifications: Degree or Higher Diploma

    1. Education / Training:

    • Public Health, community development, Water Engineering

    1. Experience:

  • 2-5 years experience in Public Health and Water and Sanitation in developing country.

    1. Desired and Technical Skills:

  • Ability to negotiate with government officials, UN and other agencies, local artisans and community representatives.
  • Ability to work independently and meet deadlines yet effectively carry out program activities with other CHF projects being implemented.
  • Fluency in written and spoken English, Juba Arabic and Advanced computer skills.
