AMREF in Kenya in partnership with Danya International, ICF Macro, and Afri Afya through a CDC funded Project (Strengthening HIV Strategic Information in Kenya) seeks to develop, implement, and support monitoring & evaluation strategies and tools to track activities and reporting in the HIV programme for decision making and project improvement.

The project is seeking to recruit Kenyan Nationals to fill the following positions;

Project Manager
Ref: - KCO/HR/10/09-1

Stationed in Nairobi and reporting to the Programme Manager, the incumbent will be responsible for the day-to-day operations and management of project activities.

S/he will ensure timely and efficient achievement of the project’s objectives by coordinating partner activities, planning, organizing for stakeholder meetings, budgeting, program implementation, and reporting.

Specific areas of responsibility will include:
  • Serving as partners’ key liaison to CDC, NACC, NASCOP, Counterparts, Local Organizations, and Project partners.
  • Providing overall technical vision and leadership to the project.
  • Developing and implementing annual project work plans and performance milestones/planning and negotiating agreement of those plans with CDC, Counterparts, and partner organizations.
  • Handling technical issues, management, and decision-making.
  • Ensuring that project activities are meeting client and stakeholder expectations and that project results are pro-actively disseminated.
  • Providing overall direction for technical and administrative operations under the contract.
  • Ensuring the timely and quality completion and submission of all project technical and financial deliverables and reports.
  • Supervising and providing direction to the five technical and administrative staff under the project.
  • Overseeing all aspects related to the management, monitoring, evaluation, and reporting in the project.
The ideal candidate will have
  • a Masters degree preferable in Public Health, social science or a related subject with at least 5 years experience in project management, monitoring and evaluation preferably in health programs with significant exposure and understanding of key issues within the field of HIV and AIDS prevention (particularly counseling, testing and training).
  • Hands on experience managing and leading technical and administrative teams for USG funded programs – CDC experience strongly desired.
  • Ability to negotiate and influence policy and program decisions with senior government and donor officials is required.
  • Proven skills in proposal development, monitoring and evaluation, supportive supervision, budget and contract management.
  • The candidate should also have a proven track-record of building effective partnerships and strategic alliances, be an excellent communicator and team player.
Capacity Building Advisor
Ref: - KCO/HR/10/09-2

Stationed in Nairobi and reporting to the Project Manager, The incumbent will be responsible for the day-to-day management of training activities. S/he will ensure timely and efficient achievement of the projects objectives by coordinating partner activities, planning, stakeholder meetings, budgeting, and program implementation for all training programs.

Specific areas of responsibility will include:
  • Overseeing the assessment and identification of training needs and related activities.
  • Spearheading the development of curricula and curricular materials based on identified training needs or requests from stakeholders.
  • Developing and managing the work plan for the project’s training program.
  • Overseeing and managing the training program’s expenditures; ensuring the budget is strictly adhered to, and financial procedures are respected.
  • Organizing, coordinating, and monitoring the project training sessions.
  • Identifying and recruiting external trainers and resource persons to facilitate training courses.
  • Monitoring the progress of the training program against the M&E framework.
  • Identifying potential areas for funding and implementing them.
  • Preparing financial, technical, and management training reports.
  • Marketing the training program activities among the HIV/AIDS strategic Information and related partners.
  • Managing the procurement and distribution of training materials and supplies.
  • Facilitating project logistics including setting up of workshops and meetings.
  • Liaising with various stakeholders and partners to ensure coordination and effective implementation of training activities.
  • Documenting and disseminating information on training activities.
The ideal candidate should have a Masters degree in Public Health, Medical Education, or Social Sciences. At least five years hands-on experience in project management and administration of training programmes. S/he should be highly effective in training, networking, with excellent verbal, written, interpersonal and presentation skills.

Capacity Building Officer
Ref: - KCO/HR/10/09-3

Stationed in Nairobi and reporting to the Capacity Building Advisor, the incumbent will provide training and monitoring support to the project so as to ensure efficient and effective organization and implementation of training activities.

Specific areas of responsibility will include:
  • Conducting training needs assessments.
  • Developing, adapting and reviewing training curricular and materials.
  • Developing the training programs work plan.
  • Monitoring and reporting on the training programs expenditures ensure financial procedures are respected.
  • Organizing and/or coordinating training courses.
  • Participating in recruitment of external trainers and resource persons to facilitate training courses.
  • Monitoring the progress of the training program against the M&E framework.
  • Preparing financial, technical, and management training reports.
  • Supporting in the procurement and distribution of training materials and supplies.
  • Supporting project logistics including setting up of workshops, meetings.
  • Liaising with various stakeholders and partners to ensure coordination and effective implementation of training activities.
  • Documenting and disseminating information on training activities.
  • Organizing, coordinating, and facilitating training sessions.
  • Liaising with the various partners and stakeholders to ensure that training activities take place as planned.
  • Assisting the Capacity Building Advisor in various training and support supervision activities as designated.
  • Establishing and maintaining a database of the trainers, trainees, and collaborating agencies including donors.
  • Conducting follow-up of course participants; providing support in monitoring and supervision to the TOTs as they conduct training for the health workers.
The ideal candidate should have
  • a first degree in Education, Social Sciences or Public Health.
  • At least 5 years experience hand-on experience at supervisory or management level in training programmes with at least 2 years experience in training (TOT/TOF).
  • S/he should have good computer skills, should be an excellent communicator, team player with good interpersonal, analytical, and facilitation skills.
Monitoring & Evaluation Advisor
Ref: - KCO/HR/10/09-4

Stationed in Nairobi and reporting to the Project Manager.

The incumbent will spearhead Project’s provision of technical support in the review and implementation of national HIV/AIDS M&E framework and associated tools. S/he will ensure that all key stakeholders and partners are involved in the review process.

Specific areas of responsibility will include:
  • Leading in carrying out organizational M&E capacity assessment.
  • Liaising with NACC, NASCOP, USG and other partners to review and develop national HIV/AIDS M&E framework and associated tools.
  • Supporting NACC, NASCOP, Ministries of Health and other implementing partners in implementing national HIV/AIDS M&E framework and tools.
  • Working with the Capacity Building Advisor to identify M&E gaps and address them appropriately.
  • Processing information and data and in addition analyze and generate statistics.
  • Developing technical content in M&E: Demonstrate content expertise in one or more areas of M&E; prepare presentations and make them at conferences or participate in meetings of professional organizations.
  • Mentoring other staff on problem solving, solve complex problems requiring multiple inputs using good judgment.
  • Managing multiple components of multiple projects, large and small, on-time and with the highest commitment to quality.
  • Writing complex documents, such as M&E frameworks and tools, work plans, literature reviews and reports.
  • Establishing relationships with individuals at agencies and institutions within the field of strategic information, as well as continue to strengthen existing relationships.
  • Seeking out memberships and activities in professional organizations.
  • Bringing and maintaining internal and external customer relations to a high quality level by increasing collaboration, communication, and team building.
The ideal candidate should have
  • a Masters degree in Public Health, Bio-statistics or Social Sciences with at least 5 years working experience at Senior level experience in program evaluation and development and design of M&E frameworks and tools.
  • Experiences in M&E specifically for HIV/AIDS programs and of working with NASCOP & NACC are added advantages.
  • Strong qualitative and quantitative research and analytical skills are necessary
In addition the ideal candidate should also have a proven track-record of building effective partnerships and strategic alliances, be an excellent communicator and team player.

Project Assistant
Ref: - KCO/HR/10/09-5

Stationed in Nairobi and reporting to the Project Manager, the incumbent will provide operations/administrative support to the project.

Specific areas of responsibility will include:
  • Working with the project staff in documenting and disseminating project information to relevant stakeholders.
  • Assisting the project team in preparing and presenting information to CDC, NACC, NASCOP, and other partners during identified forums such as meetings and workshops.
  • Drafting, reviewing, and editing reports and other documents as requested.
  • Website Administration - posting information; editing; updating, monitoring functionality and utilization.
  • Communicating with project staff and partners, including establishing and updating partners contact databases and information.
  • General administrative duties: stationery, daily correspondence, dispatch and receipt of project documents; maintaining an effective filling system and asset inventory.
  • Logistical support: Participation in planning of project workshops and meetings including documentation of workshop/meeting proceedings.
  • Implementing a data management system that ensures security and confidentiality of all data and information generated by the project.
  • Representing the project in selected meetings and task forces and reporting back to the project.
The ideal candidate should have
  • a first degree in Social Sciences with good ICT skills including statistical packages i.e. SPSS, STATA and EPI Info.
  • Proven skills in monitoring and evaluation with at least 2 years relevant working experience are necessary.
  • S/he should be able to work with minimum supervision.
In addition the ideal candidate must have strong analytical, problem solving, team dynamics, communication, and networking skills.
