Norwegian Refugee Council Job Vacancy: WASH Officer

The Norwegian Refugee Council (NRC) has for more than 60 years focused its work on refugee issues, and has throughout the last ten years established itself as a leading NGO in the international work on the rights of Internally Displaced People.

NRC works within the realm of all phases of displacement, from the emergency phase to repatriation and reintegration. Currently, NRC executes programs in 19 different countries in Africa, Asia, America, Middle East and Europe.

Position Vacant: WASH Officer
Reporting to: WATSAN Advisor/Shelter PM
Duty Station: Dadaab, Kenya
Duration of Position: 31st October 2010

Job summary

Main purpose of the position is to ensure effective planning and quality implementation of the sanitation activities in Dadaab. The WASH Officer will assist the WATSAN advisor in providing technical support in the development of NRC’s sanitation programming for both construction and hygiene promotion activities.

He/she will also work closely with the Shelter project officers and assistants in the field to ensure timely delivery of quality Sanitation construction and will assist the Project Manager in overall planning and design of (future) project.

Main Responsibilities & Tasks
  • Assess and analyze public health needs and recommend sustainable solutions.
  • Oversee the design, construction and rehabilitation of latrines, drainage and other relevant Sanitation facilities ensuring that the constructions are of the highest quality and as per original design.
  • Develop and conduct hygiene promotion activities that increase community awareness.
  • Undertake technical inspection of sanitary installations including latrines, pits, drainage systems and dome slab/lid constructions.
  • Advice on quality control of all Sanitation activities as per SPHERE and related standards – travel regularly to all the NRC construction sites assessing construction and M&E procedures.
  • Development of rapid response and contingency plans related to sanitation program.
  • Assess and advise on capacity building needs within the team to ensure effective developments of the quality standards for the Sanitation activities.
  • Carry out informal and formal training sessions (according to identified needs).
  • To assist and participate in community mobilization.
  • Preparation of reports, guidelines and other strategic documentation.
  • Any other assignment as may be required by the WATSAN Advisor or Project Manager.
Qualifications:
  • Technical background in Public Health. First degree or postgraduate diploma in Public Health Engineering (Water & Sanitation), or similar relevant discipline.
  • Work experience in the planning and execution of WATSAN Projects of at least 3 years – experience in a humanitarian setting is a great advantage.
  • Thorough understanding of the principles behind and experience in the implementation of Hygiene Promotion programmes.
  • Proven ability to use MS Office software (especially Word and Excel) and AutoCAD is essential. Experience with other computer programs such as SAP 2000 and Microsoft Project would be an advantage.
  • Ability to initiate, develop, plan and implement an integrated programme.
  • Excellent communication (spoken and written) skills, including the ability to explain and present technical information.
  • Possession of strong administrative and management skills with a willingness to follow relevant policies and procedures.
  • Experience in capacity building and training of staff and target groups.
  • Political and cultural awareness and experience of working where insecurity is a major issue.
  • Ability to understand gender issues within a community.
  • Language: Fluency in written and spoken English is essential; fluency in Somali or Kiswahili is highly desirable.
  • Ability to work independently in a result oriented multi-tasking and multicultural environment and manage conflicting priorities.
