The USAID Sudan Infrastructure Services Project is working with the Government of Southern Sudan, the Sudanese people and the private sector to achieve infrastructure reconstruction and rehabilitation objectives in transport, urban development, water supply, sanitation, public buildings, and energy and natural resources.
Position Information
Title: Senior Institutional/Administrative Consultant Supervisor: Task Order 8 Manager
Level: Professional Expat Duration: 6 months Renewable
Duty Station: Juba, Southern Sudan
Position Description
Under the direct supervision of the TO-8 Manager or his designee, the Senior Institutional/Administrative Consultant will be responsible for:
- Organizing and reviewing program outputs, (10%)
- Coordination of MTR Office of the Minister and Task Order 8 activities, (10%)
- Assisting the development of and execution of capacity building plans at the Office of the Minister, SSRA, States MPI and the Private sector in collaboration with the relevant // concerned entities, (60%)
- Collaborating with other GOSS Implementing Partners, (5%) and
- Assisting in the development of documentation systems within the MTR and SSRA.(15%)
Scope of Work includes:
- Program Outputs
- Provides review comments and recommendations for final reports
- Participates in TO 8 program reviews conducted by USAID and the MTR
- Coordination role
- Coordinates MTR Office of the Minister and Task Order 8 activities including the annual policy workshop and other major conferences / workshops.
- Assists in planning and implementation of the annual workshop
- Assists in developing protocol requirements for MTR planned Roads Authority and other Ministry Administrative staff
- Participates in MTR executive meetings and assists in developing MTR administrative staff in the areas of recordation and dissemination of meetings and or proceedings
- Assists the Office of the Minister in administrative and coordination processes or as directed by the Minister and Undersecretary including capacity building and development of the Roads Authority Human resources
- Identify other capacity building needs and arrange training programs as necessary and in accordance with MTR approved policies.
- Technical Assistance
- Provides Roads Authority management guidance for staff of the Minister and Undersecretary of the MTR
- Assist in the developing plans and preparation of events and other activities undertaken by the program
- Perform other related duties as needed
- Participates and provides input in the development and documentation of annual MTR workplans
- Coordinates planning and budgeting constraints with MTR, the Roads Authority, and the SMPI’s
- Assists in development of the private sector for roads and bridges including gender based contractors and management skills training
- Coordinate identified capacity building needs and plan appropriate remedial strategies such as training for the Roads Authority.
- Human Resource
- Collaboration with other task order counterparts and the SISP Administration
Manager on key communication and reporting requirements.
Essential Qualifications:
- 15-20 years of progressively responsible and relevant experience in organization and financial responsibilities.
- Experience working with International community and familiar with local processes in post-conflict areas.
Professional Requirements
- BA Education, Post Graduate Degree Education desirable
- Fluency in reading, writing and speaking English.
- Skills in writing technical reports on methodologies of training purposes.
- Operational knowledge of Microsoft Office software including PowerPoint, Excel, and Projects
- Excellent interpersonal, organizational, and time management skills
- Ability to maintain the highest degree of ethical standards
