Position: Re-Advertisement: Health Systems Strengthening Officer

Background

Duties and responsibilities
  • Capacity-Building of LPTFs
  • Monitor performance of health systems strengthening workplans at facilities.
  • Travel to facilities to provide on-site technical assistance specifically in health systems strengthening and program management skills-building.
  • Build capacity of facility staff in the areas of program management and health systems.
  • Work with AIDSRelief team to assist facilities in developing a plan for integration of HIV clinic services and systems into the wider health system structure of the health facility.
  • Participate in the planning and facilitation of technical workshops for capacity-building and experience-strengthening in health systems.
  • Assess new facilities for readiness to initiate ART programs.
  • Ensure that project activities comply with national guidelines and policies.
  • With AR team (including CCT), ensure high quality clinical/programmatic results – patient/clinical management, community mobilization, adherence, etc.
Program management
  • Ensure proper financial management, reporting, and administration of projects.
  • Collect, review, and disseminate reports from AIDSRelief on technical assistance activities in a timely manner.
  • Maintain open lines of communication with facilities.
  • Monitor and report on the implementation of projects.
  • Travel to project sites regularly to provide on-site programming reviews and performance monitoring.
  • Participate in project evaluations and assessments.
  • Identify gaps in knowledge and skills in facility administration staff and advise the Catholic Health Commission on identified training needs.
  • ommunicate needs, challenges, successes, etc. of the facilities
  • Catholic Health Network capacity-building
  • Ensure proper financial management, reporting, and administration of projects.
  • Share lessons learned and best practices.
Expertise Required
  • Demonstrated ability to transfer knowledge through formal and informal training,
  • Ability to work both independently, and as member of diverse task teams.
  • Proven interpersonal, leadership, and training/mentoring skills.
  • Proven effective representation skills to varied stakeholders.
  • Experience in building the capacity of a team through both supervisory and non-supervisory relationships.
  • Excellent written and oral communications skills in English.
  • Willingness to travel 50% of the time within Kenya, often under difficult circumstances.
  • Professional proficiency in English, Kiswahili, and other Kenyan languages
Performance Indicators
  • Extent of carrying out duties and responsibility indicated above.
Personal Traits
  • Is a committed Catholic, with good recommendation from own Parish Priest
  • Is a person of attested integrity, with high degree of stewardship of resources
  • Is innovative and assertive
  • Able to work with minimal supervision
Qualifications
  • Masters Degree in Public Health, Health Systems Management, Hospital Administration or other related fields.
  • Demonstrated work experience in the following areas: organizational policy development; strategic planning; budget planning and monitoring; proposal-writing.
  • Minimum five years HIV/AIDS health systems strengthening experience.
  • Computer literate (Microsoft Word, Microsoft Excel, PowerPoint, and general computer proficiency). Knowledge of HMIS systems a strong advantage.
  • Experience in implementing US Government-funded projects.
