Main purpose of the Job:
- To facilitate effective management of Donor funded Project Accounts.
Specific Responsibilities:
- Manage a unit within the Finance section, encompassing several funding sources, large volume of transactions, and extensive dispersed activities;
- Provide leadership, guide, coach and supervise the Accounts;
- Provide technical advice during preparation of the budgets and work plans for Project funding;
- Monitor proposed obligations or disbursements for services, supplies and equipment in accordance with Financial Rules and Regulations, or specific provisions governing the financial administration of the Projects as spelt out by the Development Partners donors and ensure payments are made in accordance with the approved allotments.
- Verify accuracy and correctness of all postings against the ledger accounts and analysis codes.
- Check the validity and accuracy of all the payments made against the supporting documentation;
- Conduct regular checks on ledger accounts to ensure that retirements are made in time, refunds/or deductions are paid timely;
- Monitor and ensure that optimum funds are maintained in the bank accounts;
- Monitor and ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained;
- Prepare monthly and quarterly reports for timely and accurate management information.
- Create coding structures for new business units related to projects and ensure that conformity is maintained;
- Propose and implement solutions with respect to problem transactions and irregularities;
- Prepare year end financial statements; provide necessary assistance to the External Auditors while undertaking mandatory external audits, and coordinate development of responses to the Audit observations;
- Provide support towards the development and implementation of new accounting systems;
- Verify and ensure receipts are banked intact.
- Liaise with the concerned Departments to reconcile commitments against the budgeted provision;
- Perform any other duties assigned by Management
Qualifications: Master degree in Accounting, Finance or MBA in related field;
Full Accounting qualification in ACCA/CPA/CA a MUST;
Experience: 7 years with a minimum of 5 years in Senior position as an Accountant.
Skills and Competencies:
The ideal candidate should demonstrate good leadership, planning, interpersonal, communication, and report writing skills.
She /he must be a team player and must prove proficiency in application of spreadsheet and database accounting, including the use of Sun Accounting software.
Terms and Conditions of Service
These positions are DFID funded, and are non established positions whose contract terms are limited to the period of support, and may only be renewed subject to extension of the funding.
Attractive consolidated remuneration packages for non-established fixed contract positions will be paid in accordance with the EAC regulations on short term Staff contracts.
