Qualified Kenyan Nationals are invited to apply for the positions of Water, Hygiene and Sanitation (WASH) Specialist (two positions), to be located at the UNICEF Somalia Support Centre in Nairobi.

The successful candidates will be offered a Fixed Term Appointment for 1 year.

Purpose of the Post:

Under the guidance of the Chief of WASH, the incumbents will be responsible for the planning, implementation, monitoring and evaluation of service delivery and related capacity building in the water sector; aiming at sustainability, rehabilitation and expansion of water services.

Major duties and responsibilities:

Contribute towards the preparation of the Situation Analysis with a focus on elements that constitute the infrastructure of the water sector and level of services provided in rural and urban areas.

In consultation with relevant authorities and partners, design, prepare, implement, monitor and evaluates UNICEF water intervention aiming at sustained and expanded services.

Responsibility includes overseeing all hardware service delivery components including standardization of WASH interventions, standardization of hardware WASH interventions in schools and MCHs, costing, etc.

The incumbents will manage the Public Private Partnership (PPP) component of UNICEF urban water systems and manage all capacity building elements of rural water committees including O&M.

The successful candidates will be the Focal point for hardware water and sanitation emergency response.

Analyze and evaluate data to ensure achievement of objectives and/or takes corrective action when necessary to meet programme/project objectives.

Contribute to the development and/or introduction of new approaches, methods and practices in project management and evaluation.

Prepare the sectoral documents for the Country Programme Recommendation (CPR) and Plans of Action, Country Programme Summary Sheet, and other programme documents, as required. Prepare section reports related to donor contributions.

Participate in intersectoral collaboration with other programme colleagues.

Assists in development of appropriate communication and information strategy to support and/or advocate programme development.

Undertake field visits to monitor programmes, as well as conducts periodic programme review with government counterparts and other partners

Proposes and/or undertakes action on operational procedures affecting project management and implementation.

Provide technical advice and assistance to government officials and other partners in the planning, implementation, monitoring and evaluation of programme/projects).

Meet with national and international agencies covering the management of programmes/projects.

Participates in meetings with ministries responsible for programme/project review, and follows up on implementation of recommendations and agreements.

Assist government authorities in planning and organizing training programmes.

Identify training needs and objectives for the purpose of capacity building, programme sustainability, as well as promotion and advocacy.

Coordinate with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability.

Certify disbursements of funds, monitors and submits financial status reports to the Deputy Representative or Representative (Head of office), as required.

Participate in the development of the sectoral work plan; ensure the achievement of specific assigned objectives.

Provide guidance and support to staff in meeting project objectives.

Ensure the accurate and timely input of project information in the computerized programme system, and issues status reports for monitoring and evaluation purposes.

Prepare programme/project status reports required for management, donors, budget review, programme analysis, annual reports, etc.

Qualifications, experience & Skills
  • Advanced University degree in civil/ WASH engineering or related technical field.
  • Five years of progressively responsible in professional work experience at the national level in the WASH sector.
  • Experience in emergency response and service delivery within the WASH sector will be an added advantage
  • Knowledge of the latest developments and technology in related fields.
  • Analytical, negotiating, communication and advocacy skills.
  • Supervisory and managerial skills.
  • Leadership and teamwork abilities.
  • Computer skills, including internet navigation and various office applications.
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.
