Kenya Institute for Public Policy Research and Analysis (KIPPRA) Vacancies

The Kenya Institute for Public Policy Research and Analysis (KIPPRA) is a public policy research institute established to develop human and institutional capabilities required for the formulation of medium and long-term strategic perspectives for development of Kenya. The Institute discharges this mandate by undertaking economic forecasting, policy analysis and research, and capacity building.

To meet its growing needs, the Institute is seeking qualified, experienced and dynamic candidates to fill the following positions:

PROGRAMMES COORDINATOR (Ref. No. PC/01/09)

Key Responsibilities:
Reporting to the Executive Director, the successful candidate will be expected to coordinate research and capacity building work across the Institute's divisions. A major output expected from the Programs Coordinator is supervision of publication of at least one book from inter-divisional work after every 2 years.

Other duties will include acting in the absence of the Executive Director; liaison with project stakeholders and partners; fundraising on the basis of the Institute's work programs and funding project proposals; coordination of the Institute's quality assurance control processes and research output dissemination activities; management of the Institute's research databases; facilitation of capacity building programs both internally and externally, administrative backstopping and to play a major role in strategic management.

Job Requirements
This is a senior and demanding position that requires a hard working and a proactive professional with diversified technical and managerial skills.

Candidates should have PhD in economics (or a related social discipline) and at least 7 years of practical and relevant experience in policy research and analysis, and strong publication record. They should also have excellent numerical, analytical, organizational, coordination, programming, teamwork, interpersonal and communication skills, supervisory, management and leadership skills, and comfortable in accepting delegated responsibilities.

The successful candidate will be employed on a 3-year contract, renewable on the basis of performance.

HUMAN RESOURCES OFFICER (Ref. No. HRO/02/09)

The successful candidate will head the Institute's HR and administration function.

Key Responsibilities:

  1. To maintain HR policies, ensuring compliance and to contribute to the development of corporate HR policies in line with the Strategic Plan objectives.
  2. To ensure timely recruitment and staffing of required level and quality of staff; develop effective methods/ tools for selection to ensure the right people with the desired level of competence are brought into the Institute or promoted.
  3. To maintain and develop leading edge HR systems and processes to address effective management of people in relation to maintain competitive advantage for performance management and monitoring; staff induction, reward and recognition; competency building; compensation and benefit programs; management/ career development; succession/manpower planning; administration of staff satisfaction surveys; preparation of staff contracts; handling disciplinary cases; maintenance of accurate personnel files and management of leave.
  4. To coordinate the design, implementation and administration of human resource policies and activities to ensure the availability and effective utilization of human resources for meeting the Institute's objectives
  5. To ensure a motivational climate in the Institute, including adequate opportunities for career growth and development by carrying out regular training assessment needs and developing appropriate training programs in conjunction with line managers.
  6. To provide counsel and assistance to staff at all levels in accordance with the Institute's policies and procedures as well as relevant legislation.
  7. Administration of staff medical scheme and insurance
  8. To handle office administration assignments.
Job Requirements:
  • A Bachelors degree in HR or social sciences. A master's degree will have distinct advantage.
  • A diploma in HR from a recognized institution.
  • A minimum of five years practical work experience in human resource management at middle or senior management level.
  • Good knowledge of Employment and Labour Laws of Kenya, excellent IT and presentation skills.
  • Excellent communication and interpersonal skills with ability to professionally deal with and establish rapport with staff at all levels, and to assist with their personal development; high level of confidentiality and tact when dealing with people.
  • A team builder and facilitator. Strong ability to prioritize, manage own workload and work under own initiative.
  • Committed to the maintenance of the highest professional and quality standards, self confident with an outgoing personality.
  • In addition to the above, legal training will be an added advantage. The successful candidate will be employed on a 3-year contract, renewable on the basis of performance.
MENTOR IN MACROECONOMICS (Ref. No. MM/03/09)

Key Responsibilities:
The main tasks for this position are to provide technical support to the on-going development of KIPPRA's in-house SAM and CGE model, application of the models including assessment of alternative policies and strategies, and training of KIPPRA staff (and other stakeholders) on the models.

The mentor will also participate in the inter-divisional research on Poverty and Employment, leading into the publication of a book on the subject. Other tasks may include support to Young Professionals and research staff in the writing and publishing research papers in international journals; advising the staff on appropriate further training; and contributing to the development of research proposals for funding.

Job Requirements
The ideal candidate should have PhD qualification in economics with at least 10 years research and/or teaching experience in policy modeling including Computable General Equilibrium (CGE) modeling and practical experience in developing Social Accounting Matrices (SAM) and CGE models. Well-developed communication skills (written and oral) and the ability to lead and work in a team environment are essential.

Successful candidates will be employed on a 6-12 months' contract, renewable on the basis of performance and mutual interest. All qualified candidates, including non-Kenyans with valid work permits are encouraged to apply.
