Construction Manager Job Vacancy: GOAL South Sudan Program

GOAL first started working in South Sudan in the mid 1980, originally through short term emergency intervention. Goal South Sudan currently has 3 programme sites: Twic County, Warrap State: Kurmuk County, Southern Blue Nile and Malakal and Sobat in, Upper Nile State.

It operates public health programmes activities including curative primary health care, based on the management of 28 primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction/rehabilitation.

We are currently calling for applications from qualified persons to fill the below position which exist in GOAL South Sudan Program

Job Title: Construction Manager

Duty Station: Twic County Warrap State.

Reporting to: Area Coordinator/Assistant Country Director.

General Description of the Role:

To Manage constructions of clinics in Twic. Working with the construction team, oversee the selection and appointment of contractors, monitor all work, and provide direct supervision when required.

Key Duties:

  1. Lead the planning and development of the overall programme, including documentation.
  2. Manage the Construction team on a day-to-day basis
  3. Coordinate the preparation of plans, budgets, and schedules of the project team, and ensure adherence to same;
  4. Manage project finances, using information from the Field Accountant and GOAL'S finance department to monitor project finances on a monthly basis and control expenditures so they are in line with the project budget and document;
  5. Report on a monthly basis to the Twic AC and the ACD Ops.
  6. Develop the capacity of the team, through regular performance reviews, identifying job and professional development needs of staff reporting to the post holder, and ensuring that these systems are implemented throughout the project team.
Requirements (Person Specification)
  1. Degree / Diploma level qualification in Construction engineering.
  2. Minimum of five years work experience in related field, preferably in South Sudan.
  3. A familiarity with working with contractors.
  4. Experience in managing teams and capacity building.
  5. Familiarity with financial procedures including budget and cash management.
