The Kenya Medical Supplies Agency (KEMSA) is a state corporation established in February 2000 with the mandate to procure, warehouse and distribute medical commodities to over 4,000 public health facilities countrywide.
The Agency wishes to recruit competent staff to fiII existing vacancies in various departments as outlined below:
1. Operations Director

Reporting to the CEO, the Operations Director will be in charge of operational technical services encompassing quality assurance (QA), warehousing and distribution in which s/he will develop the necessary capacity to manage the processes to deliver results.
Key responsibilities:
- Direct, plan and coordinate activities to ensure smooth and efficient operations in QA, Warehousing and Distribution of pharmaceutical and non-pharmaceutical products
- Manage the QA in the supply chain ensuring adherence to GMP, WHO guidelines and pharmacy and poison’s board requirements
- Manage the warehousing facilities, ensuring proper storage and custody of supplies to customers
- Provide direction to the distribution function to ensure timely and cost effective delivery of products to customers
Qualifications, Competencies and Experience
- Postgraduate degree in Business Management
- Bachelor’s degree in Pharmacy or related field
- At least seven (7) years work experience; 3 years in a senior management position preferably in the health management sector
- Strong commercial awareness and business orientation
- Excellent planning and control skills with the ability to think strategically within the board mandate of KEMSA
2. Director, Finance and Administration

The Director, Finance and Administration will reportto the CEO and will be responsible for the finance and administration function including advising the Board, CEO and Management on strategic financial performance of the Agency
Key responsibilities:
- Provide leadership in the formulation and implementation of financial management strategies and policies
- Oversee the development and implementation of sound financial management systems
- Assess business risks and create financial awareness on resource allocation, cost reduction and financial discipline
- Manage the organisation’s human resource and other staff matters
Qualifications, Competencies and Experience
- A Masters in Business Administration or related field
- Bachelor’s degree in Accounting, Business Administration or Economics from a recognised university
- A qualified accountant (C A-K / ACCA)
- At least eight (8) years relevant experience, 5 of which with a reputable organisation and at least 3 years at senior management level. (Experience in the public sector will be an added advantage)
- Demonstrated experience using and complying with international accounting standards
- Knowledge of donor contracting policies and reporting standards
- Well developed IT skills with proficiency in computerised accounting applications and ERP systems
- General management skills
3. Director of Procurement

Reporting to the CEO, the Director of Procurement will be in charge of managing the flow of procurement activities, procurement systems, structures and processes.
Key responsibilities:
- Coordinate all KEMSA procurement activities and ensure timely deliveries
- Review all tender documents, procurement plans and all other documentation prepared by the procurement department and ensure compliance with the National Procurement Laws and Regulations and International Best Procurement Practices
- Identify potential cost-saving areas through competitive tendering and negotiations
- Lead, train and manage the procurement team towards delivering the required results
- Prepare procurement-related reports for submission to the CEO
Qualifications, Competencies and Experience
- Masters degree in Business Administration/Supply Chain Management or related field
- Bachelors degree in Purchasing and Supplies Management, Public Administration, Finance, Law, International Development or related field
- Professional qualification in Purchasing and Supplies (CIPS / KISM)
- At least seven (7) years relevant experience developing and managing a procurement function, 3 of which should be at a senior manager level
- Sound knowledge of procurement guidelines and reporting procedures of International Donor Institutions
- Exceptional planning, analytical and decision-making skills
- Good communication skills, interpersonal and negotiation skills
4. Internal Audit Officer

Reporting to the Internal Audit Manager, the Internal Audit Officer will be responsible for conducting independent audits of the operational and financial functions of KEMSA so as to identify weaknesses in the effectiveness and efficiency of controls and propose recommendations for improvement.
Key responsibilities:
- Prepare annual audit schedules and programs, perform risk exposure assessments and provide recommendations to minimize the risks and safeguards the Agency assets
- Carry out internal audits and appraise the adequacy and application of accounting, financial, procurement and other control
- Prepare and submit audit reports including recommendations to management and the Agency Audit Committee
- Follow up on recommendations to ensure they are implemented
Qualifications, Competencies and Experience
- A Bachelor’s degree in Accounting, Business Administration or Economics from a recognised university
- A qualified accountant (CPA-K / ACCA) or auditor (CIA)
- At least three (3) years experience in a similar organisation (Experience in the public sector will be an added advantage)
- Good analytical and problem solving skills
- Experience using Computer Assisted Audit Techniques (CAAT)
5. ICT Manager

Reporting to the CEO, the ICT Manager will be the overall in-charge of the ICT function.
S/he will be responsible for developing ICT infrastructure to sustain the Enterprise Resource Planning (ERP) and ensure that KEMSA embraces modern information business systems that will facilitate improvement of efficiency and exploitation of business opportunities.
Key responsibilities:
- Coordinate the development of a world-class ICT strategy for KEMSA to ensure that the Agency meets its business objectives and leverages on ICT to streamline its business processes
- Develop policies and procedures for ICT to support the business operations and monitor adherence
- Design and implement systems to include training staff and setting up of an effective ICT department for KEMSA to operate in a computerized environment
- Carry out feasibility studies for areas of computerisation and provide recommendations on the same
- Manage the planning and delivery of ICT projects
Qualifications, Competencies and Experience
- MSc degree in Computer Science/ Business Systems or related field
- Bachelors degree in Computer Science/ICT or related field
- Postgraduate diploma in Systems Development / Project Management (ex: MCSE)
- At least seven (7) years relevant experience in a similar position in a challenging environment, and at least 3 years at manager level
- Experience working with relational data bases
- Knowledge of information security including access control techniques and tools
- Proven track record of integrity with good analytical skills
6. Quality Assurance Officer

The Quality Assurance Officer will report to the Operations Director and be responsible for ensuring that commodities meet the specified quality requirements and that quality and form are maintained during storage and distribution in line with medical supplies best practice.
Key responsibilities:
- Implement Standard Operating Procedures, systems and documentations related to procurement, inventory control, storage and security
- Conduct physical inspection of products prior to storage at KEMSA stores
- Receive, investigate and respond to customer queries and complaints relating to product quality
- Analyze results from quality checks and identify ways to ensure maintenance of high quality
Qualifications, Competencies and Experience
- Bachelors degree in Pharmacy/Health Sciences or related field from a recognized university
- Have attained training in standards with KEBS or ISO • At least three(3) years experience in a similar position
- Customer-focused and quality conscious as well as strong analytical and numerical skills
- Knowledge of Good Manufacturing Practices (GMP)
7. Regional Customer Service Officer

The Regional Customer Service Officer will report to the Customer Services Manager and be responsible for ensuring continuous, timely and efficient supply of essential medical commodities to public health facilities in the region.
Key responsibilities:
- Liaise with the District Health and District Medical Services Management Teams to determine quantities needed for each of the products and at each of the public health facilities in the region
- Manage the ordering, delivery and receipt processes for the supply of medical commodities to the health facilities in the region
- Monitor the ordering processes at the facilities and identify supplies-related problems and solutions
- Maintain records of activities and submit monthly reports for management use
Qualifications, Competencies and Experience
- Bachelor of Pharmacy degree or its equivalent from a recognized university
- Qualification in Business or Supply-Chain Management will be an added advantage
- At least three (3) years relevant work experience in a similar capacity
- Knowledge and understanding of Kenya’s public healthcare system
- Demonstrable experience in medical commodity management and capacity building activities
- Possession of a valid driver’s license
8. Senior Procurement Officer

The Senior Procurement Officer will be responsible for supporting the Procurement Manager in developing and managing a world class procurement process.
Key responsibilities:
- Assist Procurement Manager in identifying, engaging and developing suitable sources for the company’s goods and services
- Maintain effective relationships with users and regularly evaluate the provision of the services to ensure that they meet their needs and requirements
- Assist users in preparation of tender specification
- Supervise the delivery of goods and services to ensure that specifications given and adhered to and maintained
- Assist in developing and implementing consolidated requirements planning for all Purchases
- Identify and exploit opportunities for cost reduction
- Carry out periodic evaluation of the performance of suppliers
Qualifications, Competencies and Experience
- Bachelors degree in Administration /Purchasing and Supplies Management or related field
- Diploma in Purchasing and Supplies
- At least three (3) years relevant experience in a procurement function, preferably in the public sector
- Knowledge of integrated business systems and planning, inventory and JIT planning
- Honesty and integrity
