POSITION:               Information Technology (IT) Advisor
REPORTS TO:         Principal Investigator
LOCATION:             Dar es Salaam, Tanzania

BACKGROUND

MSH is seeking an IT Advisor for a potential project funded by the Centers for Disease Control and Prevention (CDC) in TanzaniaUnder the PEPFAR, this project will provide Institutional Capacity assistance to local partners in developing Leadership, Organizational and Financial Management capacity to provide a sustainable response to the Human Immunodeficiency Virus (HIV) epidemic in the country. The goal of this program is to strengthen the leadership, governance and management of the US Health Human Services Department (HHS)-funded local partners, including the Ministry of Social Welfare (MOHSW), other host government institutions, local governments, community based organizations (CBOs), faith based organizations (FBOs) and other private sector initiatives funded by HHS.

Subject to award by CDC, this project will be carried out over a five-year period beginning o/a October 2010.

OVERALL RESPONSIBILITIES
The IT Advisor will support the information technology needs of the project.  S/he will assess the information technology needs of our local partner institutions and provide assistance in adoption of information technology (procurement of systems, system integration, local administration of networks, staff training). S/he will also develop training materials in the area of Information Technology.  S/he will help with the support and maintenance of software or database systems required for project management. Additionally, this person will serve as Network Administrator for the MSH network in Dar es Salaam, create new user accounts and coordinate with MSH/HQ on general ICT policy and infrastructure issues. 

SPECIFIC RESPONSIBILITIES:
1.      Support the development and customization of databases required by our local partners for tracking capacity building and supervisory activities.
2.      Work with Ministry staff and key health managers to implement individually configured web-based interfaces that will enable them to access key performance indicators from the data warehouse.
3.      Assist with the testing, documentation and deployment of new application software.
4.      Assist with the planning and logistical arrangements for training, field assessment and supervisory visits.
5.      Help with the preparation of annual work plans and budgets for the IT component of the project.
6.      Assist with the installation and configuration of the office networks, including voice and data.
7.      Conduct New Staff Orientation about Information and Communications Technology (ICT) resources and help to facilitate on-going training for staff and partners in the use of generic software packages.
8.      Monitor the status of enterprise Anti-Virus and Microsoft update on all PC’s connected to the network. 
9.      Oversee setup, repair and maintenance of ICT equipment (including computers and phones). 
10.  Assist computer users across the project with general hardware and software troubleshooting.
11.  Maintain a helpdesk log using helpdesk software to track issues and their resolution.
12.  Manage the project’s communications with the local computer firm that is hired to provide hardware maintenance and repair.
13.  Ensure that the file server backup procedures are implemented. 
14.  Develop appropriate instruction manuals and develop and conduct training for the use and maintenance of the computer network.
15.  Develop or review specifications of computer hardware to be purchased for the information system.
16.  Liaise with the project’s Internet service providers to ensure proper functioning of the office internet connections and web server.
17.  Liaise with MSH Information Staff in Washington about technical matters related to information systems.
18.  Support the implementation of data systems related to the One MSH platform for results management and financial management.
19.  Perform other duties as assigned.

QUALIFICATIONS:
1.      Bachelors Degree in Information Technology or a combination of education and relevant experience.
2.      Advanced skills in Microsoft Office Suite
3.      Experience providing technical assistance in information systems to organizations in the public sector or private sector.
4.      Intermediate level skills in database and programming preferably with MS SQL or MySQL and Visual Studio, PHP or Java.
5.      At least one year experience with Windows Server and Network Administration.  Experience configuring multi-site networks a plus.
6.      Excellent written and oral communication skills both in French and English
7.      Proven ability to work as part of a team and to be able to work independently
8.      Experience in public health projects in developing countries a plus.
9.      Fluency in English and Swahili.
