Matrix Development Consultants and the Mashariki Consulting Network are looking for an experienced Programme Manager/Team leader for long-term Technical Assistance in the field of good governance in Uganda.

Commencement date: 1 September 2010
Period of implementation: 36 months with possibility of maximum 12 months extension.

Purpose:
The purpose of this contract is to recruit two Technical Assistants (Programme Manager and Financial Manager) to provide:
- Efficient operational and financial management of the Programme and more specifically of the functioning of the Programme Management Unit in accordance with the relevant 10th EDF rules and procedures.
- Achievement of the key programme results under its democratic accountability and social accountability component.

- Post graduate degree in development, social sciences, human rights and law or other relevant field.
- Proven team management and communication skills
- Fluent in English (spoken and written), with other languages used in Uganda are of advantage.
General professional experience
- At least 10 years of professional experience, with a minimum of 6 years subject-related work experience in a leading position.
- Expertise in technical and financial programme management, preferably related to development cooperation (e.g. community development, civil society capacity bulding, human rights and good governance, decentralisation, civic education)
Specific professional experience
- Experience in designing and managing capacity building programmes in relation to broadly defined Human Rights and Good Governance.
- Knowledge of Human Rights and JLOS structures and operations as well as policies of Government in Uganda in the areas relevant for the Programme.
- Experience in working on projects similar to the relevant one, preferably in Sub-Saharan Africa.
- Experience in grants management and management of call for proposals (CfP) under the EDF rules.
- Experience in managing EU funded programmes, with knowledge of EC procedures (Procurement, Programme Estimates etc.) and EDF rules.
- Experience in dealing with multi-sectoral institutions
