Organizational background

The World Food Programme Somalia Programme activities include emergency school feeding and general provision of food to the less fortunate members of the society in Somalia.

The WFP Somalia Country Office is based in Kenya and has five Sub Offices in Somalia namely Hargeisa, Bossaso, Merka, Bualle and Wajid.

The United Nations Humanitarian Air Services (UNHAS) operates several aircraft based both in Kenya and in Somalia and is responsible for the movement of United Nations personnel and cargo in and out of Somalia from Kenya and within Somalia.

This position is open to both male and female candidates.

Duties and Responsibilities:

Under the direct supervision of the Air Transport Officer and under the overall supervision of the Chief Air Transport Officer.

The post incumbent serves as first contact point for UNHAS and ensures good and continued customer relations by all staff in serving UNHAS clients.

In particular, the post incumbent will be responsible for the following:
  • Assist in managing and coordinating UNHAS flight activities in the hub including meeting and dispatching UNHAS aircraft;
  • Monitor UNHAS flights to obtain pertinent flight information, before landing of the flight, alert UNHAS Nairobi radio room of any safety/ security incidents at or within the vicinity of the airport that may affect flight safety;
  • Ensure compliance with UNHAS operational procedures such as non-authorised passengers boarding the aircraft without prior approval of the supervisor, payload restrictions and dangerous goods regulations so that flight safety is not compromised;
  • Coordinate and supervise various pre-departure activities like weighing, tagging and labeling of cargo/baggage, issuing of tickets and boarding passes, direct passengers to departure lounge and assist in obtaining visas if applicable; if passengers are stranded alert them of the next available flight after confirming with UNHAS Gigiri office;
  • Assist in aircraft re-fuelling supervision ensuring conformity to relevant procedures; alert UNHAS operations office in Gigiri in good time of any anticipated short fall of fuel in Nairobi; and ensure thorough co-ordination with fuel contractors so that fuel bill invoices are settled in time;
  • Maintain close contact/liaison/collaboration with UN DSS, WFP Security and other UNHAS clients, coordinate and liaise with airport and related authorities for emergency response action including medivac and casevac evacuations;
  • Receive, sign for and or store, pouches / cargo / baggage from UNHAS flights and dispatch such items to addressee/focal point or transfer into other UNHAS flights for onward destinations;
  • Maintain regular contact with contractors including air operators, refueling companies, airport authorities to ensure efficient and reliable service delivery;
  • Supervise and train UNHAS staff at JKIA and oversee the handling Agents.
  • Compile and disseminate to UNHAS Nairobi daily and monthly Flight Reports including fuel records
  • Perform other related duties as may be requested required by the CATO.
Qualifications:

Education: Successful completion of secondary education supplemented by additional commercial training in IATA, flight dispatch course, or any other equivalent aviation training.

Experience: At least three to four years of progressively responsible work experience in the field of aircraft dispatch or air operations.

Language: Fluency in both written and spoken English and Kiswahili language is an added advantage.

Knowledge: Experience utilizing computers, including word processing, spreadsheet and other software packages.
