Organizational background

The World Food Programme Somalia Programme activities include emergency school feeding and general provision of food to the less fortunate members of the society in Somalia.

The WFP Somalia Country Office is based in Kenya and has five Sub Offices in Somalia namely Hargeisa, Bossaso, Merka, Bualle and Wajid.

This position is open to both male and female candidates.

Duties and Responsibilities:

Under the direct supervision of the ICT Officer the incumbent will be responsible for the following duties:
  • Design and manage deployment of Information Technology systems including budgeting and planning in accordance with WFP corporate standards.
  • Provide planning, developmental, operational, management, and other specialized technical support for the smooth operation of the organization’s information systems and its flow by means of computer processing and communications technologies.
  • Design and supervise installation and maintenance of local and wide area networks both wired and wireless in accordance with the current WFP standards.
  • Assist with preparation of operational plans and identify resource requirements at the onset of an emergency operation.
  • Recommend standards for hardware and software acquisition in relation to long range needs and capability requirements.
  • Guide procurement with the necessary technical specifications during purchase of ICT equipment according to standards and least cost in keeping with rules and regulations and ascertain that the correct services have been rendered in a timely manner.
  • In consultation with the head of unit, contribute with budget input with specific reference to hardware and software requirements and ensure that funds are available
  • Manage client expectations and ensure timely and adequate responses are provided to their queries through the ICT Helpdesk.
  • Provide guidance during the preparation of IT tender documents and carry out technical evaluation of bids and proposals received.
  • Provide overall coordination of ICT helpdesk.
  • Analyze statistics and network traffic patterns identifying areas of improvement and recommend potential solutions.
  • Participates in developing and maintaining Information Systems project plans, schedules, and budgets.
  • Monitor the performance and reliability of equipment and recommend replacement or modification of existing hardware and facilities; control physical security of data processing and storage facilities including standby and recovery procedures; plan and test back-up facilities in the event of computer equipment failure and coordinate the institution of re-run procedures; assign priorities for data processing operational services, establish procedures for and control the maintenance of operational data, incidence logs and statistics.
  • Ensure security of the network is maintained to safeguard against viruses and other threats by using licensed antivirus software both in the country office and in the sub-offices as well as implementing proper access control on the network resources.
  • Liaise with Headquarters for the creation of new Email users and/or amendments according to movement of staff in and out of country office(s).
  • Continuously check and ensure that the entire mailing list(s) both in Nairobi and in the Sub-Offices is/are kept up to date with additions and deletions as required.
  • Collaborate with colleagues in other Somalia United Nations based agencies in bid to consolidate efforts and sharing of infrastructure and information where available at an inter agency level especially in the sub-office level.
  • Maintain the inventory of software assets of Somalia Country Office.
  • Carry out research and development and identify new software and hardware and propose recommendations as required so as to improve/upgrade system performance; install technology upgrades as required.
  • Supervise staff/technicians as required.
  • Deputize as head of ICT unit as/when required.
  • Perform other duties as required.
Qualifications:

Education: University degree, preferably in electronic or technical and/or communications engineering, computer technology or any science/logic related discipline.

Experience: At least two years of progressively responsible job related experience in IT systems management and deployment with hands-on expertise with Servers, Wired and Wireless Networking equipment PABX, VSATs, WAN and LAN technologies in a globally distributed telecommunications operation.

Knowledge: Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems. General knowledge of UN system policies, rules, regulations and procedures governing administration.

Language: Must be fluent in English writing and speaking skills. Knowledge of Somalia language is an advantage;

Desirable skills: Familiarity with operations of commercial communications services. Knowledge of WFP’s electronic communications needs and its PBX, radio and satellite systems. Proficiency in a second UN language.
