Matrix Development Consultants and the Mashariki Consulting Network are looking for an experienced Financial Manager for long-term Technical Assistance in the field of good governance in Uganda.
Location: Kampala, Uganda
Commencement date: 1 September 2010
Period of implementation: 36 months with possibility of maximum 12 months extension.

The purpose of this contract is to recruit two Technical Assistants (Programme Manager and Financial Manager) to provide:
- Efficient operational and financial management of the Programme and more specifically of the functioning of the Programme Management Unit in accordance with the relevant 10th EDF rules and procedures.
- Achievement of the key programme results under its democratic accountability and social accountability component.

Qualifications and Skills
- Acknowledged degree in commerce or related field and full membership of a professional accountant’s institute.
- Proven team management and communication skills
- Fluent in English (spoken and written), with other languages used in Uganda are of advantage
General professional experience
- At least 8 years of professional experience, with a minimum of 4 years work experience in a senior financial position.
- Expertise in financial programme management, preferably related to development cooperation (e.g. community development, civil society capacity building, human rights and good governance, decentralisation, civic education)
Specific professional experience
- Experience on working in projects similar to the relevant one, preferably in Sub-Saharan Africa.
- Experience in grants management and management of call for proposals (CfP) under the EDF rules.
- Experience in managing EU funded programmes, with knowledge of EC procedures (Procurement, Programme Estimates etc.) and EDF rules, preferably 9th EDF.
- Strong computer skills including use of relevant-sized accounting software.
- Knowledge of International Accounting Standards
