The Regional AIDS Training Network (RATN) is an International /Regional NGO with operations in ten countries – Kenya, Uganda, Tanzania, Rwanda, Zambia, Malawi, Zimbabwe, Swaziland, Botswana and South Africa - in Eastern and Southern Africa (ESA) region. RATN is a network of Training Institutions whose Vision is “A society with capacity to respond effectively to the HIV and AIDS pandemic”. Our Mission is “to strengthen the capacity of relevant individuals, organizations and other stakeholders to respond to STIs/HIV/AIDS in the ESA region”. RATN facilitates and advocates for skills development and effective programmes that alleviate the impact of STIs/HIV/AIDS in the region. The Secretariat Office is based at the Nairobi Business Park, off Ngong Road, Nairobi, Kenya. The three (3) vacant positions exist at the RATN Secretariat as follows:


1. FINANCIAL ACCOUNTANT (1 position)

Duties and Responsibilities
Under the overall management and administrative leadership of the Executive Director the incumbent will perform the following functions:
• Designing, implementing, maintaining and updating sound accounting systems, standards, policies and procedures which help to safeguard the organization’s assets;
• Coordinating the preparation of long-term business plans and corporate strategies, annual budgets and cash flows as well as reviewing performance against these;
• Overseeing strict implementation of financial management and control systems while ensuring compliance with Kenyan and international financial rules and regulations;
• Establishing an effective financial management system that secures organization’s funds, monitors liquidity, cash flow, investments and working capital and ensures maximization of
utilization of RATN financial resources and assets in an efficient and optimum manner;
• Providing financial advice to Management and the Board and preparing and analysing financial reports for their use;
• Ensuring the timely preparation and presentation of financial reports, analyzing these and providing sound financial advice to management and the Board;
• Co-ordinating relations with external auditors, tax and insurance regulatory authorities;
• Updating and maintaining sound accounting standards, policies, procedures and controls;
• Ensuring compliance with all statutory provisions in respect to financial reporting, taxation, returns and allied matters;
• Managing, mentoring and supervising staff in the Finance department.

Minimum Requirements
Candidates should meet the following:
• University graduates who have a Bachelor’s degree in Finance, Accounting and Business Administration or associated disciplines. A post graduate degree in a relevant field will be an
added advantage.
• They should be fully qualified CPA (K), ACCA or hold equivalent qualifications.
• At least five (5) years in financial and accounting management experience, gained in a reputable organization and are serving in a senior level handling related responsibilities.
• Applicants should ideally have experience in the development and management of long-term strategies with evidence of change management.
• Good working knowledge of English
• Excellent computer/word processing skills and should be capable of working with people of different national and cultural backgrounds.

Selection Criteria
Candidates will be assessed against the following:
• Extent of familiarity with and experience in financial control systems for NGOs and donor funded projects
• Extent of familiarity and experience in designing, implementing, maintaining and updating sound financial accounting systems and procedures to safeguard the organization’s assets;
• Extent of familiarity and experience in coordinating the preparation of long-term business plans and corporate strategies, annual budgets and cash flows
• Extent of familiarity and experience with implementation of financial management and control systems in line with Kenyan and international financial rules and regulations;
• Extent of both oral and written communication skills
• Knowledge of other languages spoken in the ESA region.

2. KNOWLEDGE AND INFORMATION MANAGER (1 position)
Duties and Responsibilities
Under the overall management and administrative leadership of the Executive Director the incumbent will perform the following functions:
• Provide support in the exchange of knowledge and dissemination of information about Regional AIDS Training Network, its policies, programmes and services in the region;
• Participate in promoting participatory approaches in knowledge exchange and information management in the region, with emphasis on the use of digital Information and Communication
Technologies (ICT);
• Provide technical advice on and assistance in the development of regional and national capacity for exchange of knowledge and information between stakeholders for effective HIV Training
and Capacity Development;
• Participate in the elaboration of operational guidelines, mechanisms and procedures for enhancing knowledge exchange and information systems,
• Coordinate the development and maintenance of the RATN website and updating and or deployment of software applications and tools related to RATN e-(virtual) library,
website, thematic knowledge networks; e-conferencing and other corporate systems;
• Participate in identification of regional issues and priorities and in the formulation and implementation as well as evaluation of field programme activities in the region related to the
enhancement of knowledge and information management capacities at national and regional level;
• Provide support to promote the RATN’s web-based information/ knowledge resources through relevant channels and meetings in the region;
• Perform other related duties as requested.

Minimum Requirements
Candidates should meet the following:
• At least a Bachelors Degree in Information and Knowledge Management or Communication Studies, or a related field
• Three years of relevant experience in development and implementation of electronic systems and services for knowledge and information management, and in working with web-based information systems and applications
• Good working knowledge of English
• Excellent computer/word processing skills and should be capable of working with people of different national and cultural backgrounds.

Selection Criteria
Candidates will be assessed against the following:
• Extent of familiarity with and experience in methodologies, processes, and systems for knowledge and information management in institutions, including the use of digital
technologies
• Extent of familiarity with approaches to knowledge exchange and information management by the HIV and AIDS stakeholders in the ESA region
• Extent of experience in capacity building in knowledge and information management at national and regional level in Eastern and Southern Africa
• Extent of familiarity and innovativeness with working with multiple stakeholders and varied information needs and approaches for knowledge and information management,
including using ICT
• Extent of both oral and written communication skills
• Knowledge of other languages spoken in the ESA region.

3. INFORMATION TECHNOLOGY OFFICER (1 position)
Duties and Responsibilities
Under the overall management and administrative leadership of the Information and Knowledge Manager the incumbent will perform the following functions:
• Using creativity to innovate new products (widgets, wizards, tools, controls) to enhance Web user experience Work closely with team members to deliver improvements to our web site,
intranet systems.
• Website and Email server administration and keeping up with new Internet standards and Web technologies
• Perform server administration and maintenance duties (e.g. system log, backup schedules, user accounts, etc.)
• Provide administrative support to the Organization’s Servers including PABX and Pastel Accounting system.
• Provide technical support and maintenance of computer systems and routine backups.
• Provide support on disaster recovery through trouble shooting of software and hardware problems.
• Identify and bridge the gaps in all computer systems by continuously analyzing the systems in response to Information Communication Technology changes.
• Liaise with the user departments in identifying, developing and implementing new systems to respond to changes. This includes working with E-learning training and Marketing teams
on innovative IT requirements and solutions
• Develop innovative strategies to mobilize resources for the IT department.
• Train users on new systems and software applications.
• Provide regular support and update new RATN website.

Minimum Requirements
Candidates should meet the following:
• Bachelor’s degree in Computer Science, Computer Information Systems, or an equivalent combination in education and work experience.
• At least three (3) years’ working experience on Linux, Windows 2008 and Windows XP Operating System.
• Sound working knowledge of Internet/Intranet technologies including security features, remote access technology and network infrastructure and operations.
• Professional qualifications in Hardware maintenance, Networking and Systems Administration.
• Microsoft certifications preferred: MCSE and up.
• Exceptional attention to detail and organization
• A positive attitude and superior work ethic

Selection Criteria
Candidates will be assessed against the following:
• Extent of familiarity with and experience in building data driven Web applications using the PHP and MySQL framework with several successful public deployment.
• Extent of familiarity with ICT based approaches to knowledge exchange and information management by the HIV and AIDS stakeholders in the ESA region
• Extent of familiarity and innovativeness with working with multiple stakeholders and varied information needs and approaches for knowledge and information management,
including using ICT
• Extent of both oral and written communication skills and time management skills
• Extent of analytical abilities, technical aptitude and proven ability to solve problems
• Extent of abilities to work in a quick paced, evolving environment
