A. Programme Background
The Government of Kenya through the Ministry of Finance in partnership with the Ministry of Public Works has initiated the Economic Stimulus Implementation Framework Programme (ESIF) as a means of stimulating the economy of the country.
The Programme comprises several components which are due for execution in the Finance Year 2009/2010.
B. Scope of Assignment
The Ministry of Public Works has been mandated to design and supervise several
infrastructural facilities which will be constructed at the constituency level throughout the country.
These include selected sites for:

B. Scope of Assignment
The Ministry of Public Works has been mandated to design and supervise several
infrastructural facilities which will be constructed at the constituency level throughout the country.
These include selected sites for:
- Community Industrial Development Centres (CIDC)
- Fresh produce and wholesale markets
- Schools
- Primary Schools
- Centres of Excellence at the Secondary School level (COE)
- Health Facilities
- District Headquarters
C. Professionals Required
To achieve the desired goal of completing the facilities the Ministry of Public Works is seeking to engage individual professionals to provide Post - Contract Consultancy Services for a period of six months upon which the programme is expected to be completed.
The professionals comprise an Architect as the Team Leader, a Quantity Surveyor, a Civil Engineer, a Structural Engineer, an Electrical Engineer and a Mechanical Engineer.
All disciplines will be engaged at the individual level and grouped according to the requirements of the task assignments to form a Project Team which will be deployed to various locations of the projects spread all over the country.
To qualify for the engagement, each individual professional across the disciplines cited above must fulfill the following basic requirements:-

To qualify for the engagement, each individual professional across the disciplines cited above must fulfill the following basic requirements:-
- Possess a Bachelor’s Degree in the respective discipline or its equivalent
- Minimum of three years experience in supervision of building construction works
- Registered by the appropriate registration body. Proof of membership to a professional association will be an added advantage.
- Ready to work anywhere in Kenya
- Prepared to work long hours and travel extensively
- Exhibit understanding of duties and responsibilities of projects at post - contract stage of implementation.

Each application in own handwriting must be accompanied by two number copies each of the following documents:

- Certificates and Testimonials
- Personal Identification Number
- National Identity Card
- Proof of Registration or Registrability
- Two passport size photographs
- Recommendation letters from two (2) referees who may be either:-
- Registered Practicing Professional
- Registration Board
- Professional Associate
- Your employer
C 2. Statement
Once engaged the professional will offer post contract services for at least five (5 No) constituencies per Project Team where the various projects are clustered as a Lot per Constituency.
Each profession must indicate in order of preference at least three provinces he/she prefers to work in, though the Ministry will not be bound by this.
D. Remuneration
Those engaged will be remunerated at the prevailing market rates for each professional discipline and on the basis of the level of experience in the particular field.
Other benefits accruing from the engagement will be subsistence allowance and traveling allowance.
Other allowances will be commensurate with those applicable in the region where one will be engaged. The allowances will be based on corresponding civil service scales.
E. Clerk of Works/Inspectors of Works
The Ministry of Public Works is seeking to engage the above cadre of technical staff for a period of at least of six (6 no) months to carry out post contract duties for the above programme.
This will include Building Inspectors, Architectural Assistants, Electrical Inspectors, Mechanical Inspectors.
It is mandatory that each applicant will meet the following basic requirements:-
Once engaged the professional will offer post contract services for at least five (5 No) constituencies per Project Team where the various projects are clustered as a Lot per Constituency.
Each profession must indicate in order of preference at least three provinces he/she prefers to work in, though the Ministry will not be bound by this.

E. Clerk of Works/Inspectors of Works
The Ministry of Public Works is seeking to engage the above cadre of technical staff for a period of at least of six (6 no) months to carry out post contract duties for the above programme.
This will include Building Inspectors, Architectural Assistants, Electrical Inspectors, Mechanical Inspectors.
It is mandatory that each applicant will meet the following basic requirements:-
- Possess a minimum of craft certificate course.
- Possession of an Ordinary Diploma or a Higher National Diploma will be an added advantage.
- Minimum of six (6) years experience in the supervision of building construction works.
- Fluent in Kiswahili and English
- Able to read and interpret drawings and make reports
- Ready to work long hours and travel extensively
- Possess a valid driving license and/or able to ride a motor cycle
- Exhibit understanding of duties and responsibilities of a Clerk of Works / Inspector of Buildings for Buildings Construction.

Each technician will be engaged to carry out duties and responsibilities on a daily basis and will be under the supervision and guidance of the Lead Professional in the respective team.

G. Delivery
All applications for both the individual professionals and/or the Clerk of Works/Inspector of Works should be placed in the tender box located on the 5th Floor, Ministry of Public Works, Works Building, Nairobi Community Area, off Ngong road or posted to the:
