Lutheran World Federation/Department for World Service Kenya Program Job Vacancy: Community Safety Officer

Lutheran World Federation/Department for World Service Kenya Program is seeking to recruit a Kenyan national for the following position, to be based in Dadaab Refugee Camp.

Community Safety Officer

The Community Safety Officer will be based in Dadaab refugee camp, reporting to the Project Coordinator. He and shall be responsible for initiating and implementing community-based security management activities for refugees and the host community.

Key Points of Communication being: Project Coordinator and senior staff in LWF Dadaab, relevant staff in UNHCR and other agencies and refugee leaders.

Duties and Responsibilities

Project implementation
  1. To conduct assessments and design activities aimed at addressing refugee needs and problems on safety and security within the camps.
  2. Establish community-based structures for monitoring, reporting and addressing insecurity and conflicts.
  3. Develop and strengthen mechanisms for peace, safety and security promotion among the refugees and the host community.
  4. Provide technical support through couching & training CBSM & focal persons to ensure their effective functioning.
  5. To organize and facilitate Section-level community policing fora where local safety and security concerns are discussed & strategies devised.
  6. Oversee the collection, documentation and regular sharing with all relevant stakeholders all security incidents & early warning signs/indicators.
  7. Liaise with relevant stakeholders (UNHCR, GOK, GTZ, CARE, NCCK, NRC & other IPs)on refugee safety and security management matters.
Operations & Coordination
  1. Focal person for staff security in offices and LWF compound/residence and regularly share security alerts & early warning signs/indicators.
  2. Maintaining sound and cost-effective operational standards in communications and security at the camp level.
  3. Ensuring all LWF staff observe the highest standards of the Code of Conduct & prevention of sexual abuse and exploitation of beneficiaries.
  4. Reporting to Project Coordinator of any incidents of abuse of authority, all forms of fiscal impropriety and discrimination in LWF operations.
  5. To liaise with the Government of Kenya , UNHCR, IP’s field staff & refugee reps in facilitating community-based management activities.
  6. To represent the Project Coordinator in inter-agency coordination meetings/fora in Dadaab refugee camps whenever requested.
  7. Maintaining regular updates with the Project Coordinator & LWF staff on all key matters of project management, operations and coordination.
  8. Perform any other duties and responsibilities assigned by the supervisor or designate.
Professional Qualifications
  • University degree or a diploma in Social Work, Sociology, Criminology, Disaster Preparedness or any relevant social science field.
  • Proven academic and/or on-job training on the Community Policing approaches.
Relevant Experience and skills
  • At least 3 years of progressive experience in humanitarian program management, preferably in refugee settings. Experience gained in managing community vigilant activities is an added advantage.
  • Strong analytical, problem solving and quick response experiences in humanitarian contexts.
  • Experience in proposals and reports writing.
