Program Officer Water and Sanitation

Job Description

Job Title  :  Program Officer Water and Sanitation 
Department / Project:  SETTLE 
Location  :   Central Eq State, Juba County 
Supervisor / Title :  Program Manager  
Commencement date:           October 1st 2010  
 
1.0 Job Summary

Working in close collaboration with the Program Manager, the Field -based Program Officer for Water and Sanitation will be responsible for managing all Water and sanitation activities relating to the new OFDA-funded program SETTLE 2.  The goal of this program is to strengthen productive livelihoods for returnees and host communities through increased economic opportunity and the adoption of healthy practices.
 
2.0 Essential Duties and Responsibilities: 
  1. Under the guidance of the Program Manager, you will assess the sanitation needs of the beneficiary communities, taking into account the needs of the locally affected population.  Will be expected to participate in the identification, planning and establishment of new borehole sites as necessary.
  2. To work in close collaboration with other parts of the SETTLE team, other CHF projects and other stakeholders involved in similar health work to ensure an integrated approach to people's health needs.
  3. Coordinate, monitor, and provide logistical support of all health and sanitation activities in targeted areas.
  4. Establish water management committees to be able to over management of newly constructed boreholes.
  5. You will be expected to train water management committee to become trainers in basic health topics relating to water and other hygiene issues.
  6. You will be expected to organize and take part in hygiene promotion events.
  7. To ensure that sustainable systems are set in place for longer term operation and maintenance of all sanitation facilities, including the provision of all necessary training using the PHAST methodology.
  8. To ensure that all work is carried out in a way that is sensitive to community needs and gender issues. In particular to promote the full and equal participation of women in all aspects of the work.
  9. To supervise and coordinate the work plans of the community mobilizers including agreeing work schedules and arranging training inputs where necessary.
  10. Develop tracking tools as necessary and maintain an inventory for all health related inputs.
  11. Develop and maintain working relationships with key community leaders, government officials, and beneficiaries
  12. Prepare weekly, monthly reports and final reports on activities progress, constraints and suggestions for improved performance.
  13. Prepare procurement documents related to activities in consultation with the logistics department.
  14. Maintain meticulous records of all distributed assets and workshops
  15. Perform any other duties as required by your supervisor.
 
 
  1. Required Qualifications: Degree Level
 
    1. Education / Training:
 
    • Public Health, International development, community development.
 
    1. Experience:
 
  • Five (3-5) years experience in Public Health and Adult Education in a developing country.
 
    1. Desired and Technical Skills:
 
  • Ability to negotiate with government officials, UN and other agencies, local artisans and community representatives.
  • Ability to work independently and meet deadlines yet effectively carry out program activities with other CHF projects being implemented.
  • Fluency in written and spoken English, Juba Arabic and knowledge of the Bari dialect would be an asset.
  • Advanced computer skills.
 
 
  • This position will be based in Juba (Central Eq State) but with frequent field travel and may require long stay in the field.
