Western Bahr el Ghazal (WBEG) and 
Nyamlell, the capital of Aweil North County 
Northern Bahr el Ghazal (NBEG), South Sudan
Contract Date: September 2010
Reports to: The County Health Directors, Raja and Aweil 
Counties, who in turn will report to the 
HealthNet TPO Team Leader in Wau. 
Working with: Field medical and non medical team members
Salary: Gross monthly salary indication of €1.650 
to a maximum of €2.400

1. GENERAL DESCRIPTION 
HealthNet TPO’s programme in South Sudan dates from 1996. HealthNet TPO aims to contribute to improving the overall health situation and supports the strengthening of health systems to ensure the provision of quality health care. HealthNet TPO aims to include and build the capacity of Sudanese organisations, communities and authorities. HealthNet TPO is implementing a health service delivery programme in Western Bahr el Ghazal and expects to expand its health sector support with a similar programme in Northern Bahr el Ghazal. 

2. PURPOSE OF POSITION
The Public Health Advisor will be seconded to the County Health Department (CHD) and works closely with the County Health Director and team. The CHDs are responsible for the planning of priority health interventions, processing and analysis of Health Management Information Systems (HMIS) data, supervision of health facility staff, management of available resources for basic service provision, the coordination of organisations involved in the provision of basic health services including the coordination and implementation of training activities. 

The role of the Public Health Advisor is to strengthen the institutional and operational capacity of the CHD in fulfilling its responsibilities. The Public Health Advisor provides advice and support to the CHDs aimed at strengthening their capacity in coordination, planning, implementation and monitoring of the implementation of the Basic Package of Health Services (BPHS) in all its aspects. 

3. CORE RESPONSIBILITIES AND TASKS:
· Advise in and support of the development, consensus 
building and introduction of effective coordination 
mechanisms for BPHS interventions. 
· Advise in and support of realistic planning of basic 
service provision.
· Advise in and support of the development of planning 
guidelines for in-service training activities.
· Advise in and support of the revision / development of 
supervision guidelines.
· Advise in and support of the expansion of BPHS provision 
based on realistic planning and prioritisation. 

4. PROFILE
Essential Qualifications, experience and competences
· Degree in Medicine, Nursing and/or Public Health; 
· Minimum of 3 years work experience in planning, 
management and implementation of health programmes. 
· Demonstrated ability and affinity to work with Ministries 
of Health, local health staff, and local officials to 
plan, coordinate, implement and monitor improvements in 
health and disease control activities (including malaria 
and HIV/AIDS);
· Affinity with and proven experience / skills in 
institutional capacity development.
· Ability to work under difficult field conditionsDesirable 
Qualifications, experience and competences
· Working experience in South Sudan/ Africa
· Knowledge of spoken and written Arabic 

5. TERMS 
The initial contract is pending donor approval and will be for 12 months, with the option to extend based on performance. The anticipated donor-funding period is three years.
