Consultancy- Comprehensive Baseline Survey for the National Cohesion and Integration Commission (NCIC)
Background
The National Cohesion and Integration Commission (NCIC) is established under the National Cohesion and Integration Act 2008, No. 12 of 2008, enacted after the 2007 post-election crisis and the subsequent political negotiations. The Commission was established as one of the instruments to respond to the post election crisis and promote peace and harmonious co-existence among Kenyans.
The Commission’s objective and purpose, as provided for in section 25 of the Act is to facilitate and promote equality of opportunity, good relations, harmony and peaceful co-existence between persons of the different ethnic communities of Kenya, and to advise the Government on all aspects thereof.
In view of its mandate, the Commission needs a comprehensive baseline assessment to acquire facts on ethnicity, discrimination and therewith build a database that will inform planning and response to the challenges facing national cohesion and integration.

- To establish credible data that will inform programme development in consonance with prevailing situations in the country.
- To serve as the first measure of the current status against which different achievement benchmarks will be drawn.
- To draw information that will assist the commission develop possible peace and conflict scenarios for appropriate and timely response.
