TOR GF position supported by the Italian cooperation
Title: Financial Manager
The position will be based at the Ministry of Finance and the officer will share time equally in NASCOP, TB program, Malaria program, and PR. The Incumbent will also follow up on other donor supported Programmes as per Ministry of Finance guide.
Proposed job description:
Based at the Global Fund unit (Ministry of Finance), the Financial Manager will assist the Global Fund program management Units in the three National programs (NASCOP, DLTLD and DOMC) to improve the quality, and the timeliness of the global Fund financial reports
More specifically, he/she will:
- Support the PR in the monitoring and tracking of the funds flow and expenses from Principal recipients to sub-recipients (Ministry of Medical Services, Ministry of Public Health and sanitation and NACC), and other donor funded activities expenses.
- Support the three programs to implement the Financial monitoring tool that was developed by the PR to track, on a monthly basis, the expenses against the activities for which the disbursements are made
- Provide continuous training to the program staff on the use of the financial tool.
- Support the three programs to capture all the expenses according to the Global Funds and other Donor requirements and the Government of Kenya accounting procedures for required reports.
- Support Program Accountants to prepare financial progress reports
- Assist the PR (MoF) and the three programs to respond to queries emanated from the reports submitted to the Global Fund.
- Assist the three programs to develop detailed budget for the Global Fund activities and budgets for other Donor funded activities.
Required skills and competency:
- Bachelor of commerce degree, Business Administration or any related degree
- CPA II
- knowledge of GOK financial procedures
- Knowledge of GF financial procedures will be an added advantage
- At least 7 years working experience in accounting, Finance management or any other related field.
The initial contract will be till 31 December 2010 with a possibility of renewal based on performance and results
