Objectives

The Office of the Auditor-General shall be responsible for directing and supervising internal audit and anti-corruption and fraud investigation functions and shall be headed by the Auditor General.

The internal audit function shall provide all levels of management with periodic, independent and objective appraisals and audits of financial, accounting, operational, administrative and other activities, including identifying possible means of improving accountability, efficiency of operations and economy in the use of resources, internally and externally.

The integrity and anti-corruption and fraud function shall be responsible for undertaking unhindered investigations into acts of employees and developmental partners that fall within the definition of fraud and corruption as per the Guidelines and the Bank Group policy on Good Governance.

Duties and responsibilities

Under the General supervision of the Auditor-General, the Lead Internal Auditor has responsibility for:
  • Advising and providing suggestions to the Auditor General on the effectiveness and efficiency of internal audits and investigations.
  • Advising and providing suggestions to the Auditor General on the resolution of complex and contentious issues raised in audit/investigation reports.
  • Supervising an on-going system of monitoring the adequacy of the actions taken by management to implement internal/external audit/investigation recommendations and reporting on the status of implementation.
  • Reviewing and advising on the contents of various activity reports to the board.
  • Advising on audit/investigation quality assurance and quality control practices, by ensuring compliance with best practices.
  • Monitoring the feedback on control environment in the Bank within the context of Bank-wide Internal Control and Risk Management Framework.
  • Liaising with the external auditors/consultants as appropriate, for the purpose of providing optimal audit/investigation coverage to the Bank.
  • Undertaking specialized assignments as determined by the Auditor General, including representation on working groups and committees.
Selection Criteria

Including desirable skills, knowledge and experience
  • At least a Master’s degree or equivalent in Law, Criminology, Accounting/Forensic Auditing or any related field. A professional qualification in Fraud Examination would be an added advantage.
  • Preferably at least 8 years of substantial professional experience in investigative work, preferably substantial experience in audit/investigative work, preferably audit or investigations relating to fraud and corruption in public or private sector.
  • Strong ability to communicate, write, present and clearly defend findings and recommendations of investigations.
  • Established reputation for integrity, good judgement, fairness and discretion in dealing with staff and external parties.
  • Integrity and strong interpersonal skills and ability to provide team leadership and develop trust and demonstrate fairness, strong interviewing skills, capacity to influence and win the confidence of difficult witnesses.
  • Ability to communicate and write effectively in English and/or French with a good working knowledge of the other language.
  • Competence in the use of the Bank’s standard software applications (Word, Excel, PowerPoint).
