National Environment Management Authority (NEMA) Vacancies

The National Environment Management Authority (NEMA) was established under the Environmental Management and Coordination Act (EMCA) No. 8 of 1999, as the Principal Instrument of the Government in the implementation of all policies relating to the environment.

The Authority invites applications from qualified and experienced candidates for the following vacant positions:

1. Deputy Director, Compliance
Grade E3 (1 Post)

An officer at this level will be responsible to the Director, Compliance and Enforcement for Management, Administration and Supervision of Compliance activities.

Duties and Responsibilities

Specific Duties at this level will include but not limited to:
  • Formulation of Environmental Regulations , Standards and Guidelines.
  • Licensing of various Environmental Regulations.
  • Ensuring that Multilateral Environmental Agreements are domesticated.
  • Supervision, development and appraisal of compliance staff both at the Headquarters and in the Field.
  • Registration of EIA experts.
  • Liaising with lead agencies and regulated community on sectoral mandates.
Requirements for Appointment
  • A Masters degree in Environmental Management, Biochemistry, Environmental Engineering, Natural Sciences or any other related field from a recognized Institution.
  • Ten (10) years relevant experience in Environmental Management field, three (3) of which must be at a senior level.
  • Shown merit and ability as reflected in work performance and results.
  • Computer Literate.
  • Specialized Professional Training in Environmental Compliance e.g. Environmental Impact Assessment (EIA).
2. Deputy Director, Enforcement
Grade E3 (1 Post)

An officer at this level will be responsible to the Director, Compliance and Enforcement for Management, Administration and Supervision of Enforcement Activities.

Duties and Responsibilities

Specific Duties at this level will include but not limited to;
  • Coordinating the Inspection Division for day to day inspections.
  • Monitoring Environmental Enforcement activities.
  • In-charge of Prosecution of all Environmental offenders.
  • Ensuring compliance of Gazetted regulations in conformity with EMCA 1999.
  • Supervision, Development and Appraisal of staff below him/her including the Environmental Police officers.
  • In charge of Environmental Police unit.
  • Co-ordinate lead agencies in enforcement of Environmental Laws.
Requirements for Appointment
  • A Masters degree in Environmental Management, Biochemistry, Environmental Engineering, Natural Sciences or any other related field from a recognized institution.
  • Ten (10) years relevant experience in Environmental Management field, three (3) of which must be at a senior level.
  • Shown merit and ability as reflected in work performance and results.
  • Computer Literate.
  • Specialized Professional Training in enforcement of environmental laws. (e.g Prosecution training).
3. Director Legal Services
Grade E2 – 1 Post

An officer at this level will be responsible to the Director General and will be the Chief legal Advisor to the Authority.

Specific duties at this level will include but not limited to;
  • Secretary to the Board of management.
  • Providing legal advice to the Authority and ensuring integration of environmental concerns into policy and legislation at all levels;
  • Initiating legislative proposals, standards and guidelines on environment;
  • Drafting the required regulations, guidelines and interpreting the Environmental Management and Coordination Act, 1999;
  • Advising on international conventions, treaties and agreements related to the environment to which Kenya is a party and assisting in their implementation;
  • Advising and assisting in negotiations; drafting and liaising with various Government Institutions on the establishment and maintenance of a Registry of International Environmental Conventions and Treaties to which Kenya is a party;
  • Liaising with relevant Government Institutions and stakeholders on International Environmental concerns;
  • Initiating legislative proposals, standards and guidelines on the environment.
  • Establishing criteria and procedures for the assessment of environmental quality standards;
  • Monitoring of the implementation and compliance with legislation; and taking responsibility for all litigation matters in respect of the Authority.
  • Supervision, Development and appraisal of Legal department’s staff.
Requirements for Appointment

For appointment to this position, a candidate must:
  • Have a bachelors degree in Law and a Masters degree in Environmental Law from a recognized Institution.
  • Be an Advocate of the High Court of Kenya with a current practicing certificate.
  • Registered Certified Public Secretary
  • Have 15 years working experience in law,5 of which must be at a senior level with a bias in environmental law.
  • At least three(3) years experience as a Board secretary.
4. Deputy Director Legal Services
Grade E3
1 Post

An officer at this level will be responsible to the Director Legal Services.

Specific duties at this level will include but not limited to;
  • Assisting the Director Legal Services in providing legal advice to the Authority and ensuring integration of environmental concerns into policy and legislation at all levels;
  • Assisting the Director Legal services in facilitating the development of procedures and regulations for effective implementation of the Environmental Law;
  • Interpreting law and advising on legal matters.
  • Participating in review of environmental laws in collaboration with other Government Institutions and stakeholders;
  • Offering technical support to field Offices in the enforcement of the environmental law;
Requirements for Appointment

For appointment to this position, a candidate must:
  • Have a bachelors degree in Law and a Masters degree in Environmental Law from a recognized Institution.
  • Be an Advocate of the High Court of Kenya with a current practising certificate.
  • Have ten (10) years working experience in law three (3) of which must be at senior level with a bias in Environmental law.
  • Being a registered Certified Public Secretary and experience as a Board Secretary will be an added advantage.
5. Deputy Director Operations
E3 – 1 Post

An officer at this level will be responsible to the Director General and will be incharge of field operations.

Specific duties at this level will include but not limited to
  • Coordinating and supervising field operations
  • Providing guidelines for the establishment and operationalization of Statutory Environmental Committees.
  • Preparing comprehensive field activity workplans & targets, budgets & procurement plans in consultation with departmental heads and ensuring linkage between the headquarters and the field.
  • Provide regular & timely feedback on the various field activities and on implementation of the environmental legislation.
  • Supervision, Development and Appraisal of staff under him/her.
Requirements for Appointment

For appointment to this grade, a candidate must have;
  • A Bachelors and a Masters degree in Environmental Management, Biochemistry, Environmental studies, Environmental Engineering, Natural Sciences or any other related field from a recognised Institution.
  • Ten(10) years relevant experience in Environmental Management field, three (3) of which must be at a senior level.
  • Shown merit and ability as reflected in work performance and results.
  • Professional training in Management & Administration or Monitoring & Evaluation will be an added advantage.
6. Chief Procurement Officer
Grade E4 – 1 Post (Re-Advertisement)

An officer at this level will be responsible to Director – Finance & Administration

Duties and Responsibilities

Specific duties at this level will include but not limited to;
  • Reviewing, up-dating, interpreting and implementing existing procurement/supplies regulation, procedures and systems;
  • Preparing and ensuring implementation of the procurement manual;
  • Initiation of policy review and updating of existing regulations;
  • Supplies management instructions and inspection;
  • Supervision, Development and appraisal of procurement staff.
Requirements for Appointment

For appointment to this grade, a candidate must have:
  • A Bachelors degree in a business related field e.g. commerce, business Administration from a recognised Institutiion.
  • A Masters degree in Business Administration with specialization in supply chain management or a related and relevant Masters degree from a recognized Institution.
  • A Post graduate diploma in Procurement or its equivalent qualification from a recognized Institution.
  • Must be a Member of the Kenya Institute of Supplies Management (KISM) or a recognized procurement professional body.
  • Ten (10) years relevant experience in procurement and supplies, 3 of which must be at a senior level.
