MEDS, a registered trust of the ecumenical partnership of Christian Health Association of Kenya (CHAK) and Kenya Episcopal Conference (KEC) and a lead partner in a consortium of local partners, KEC, CHAK and University of Nairobi (UoN), is seeking highly qualified candidates to fill two positions with AidsRelief (AR) Program.
The program provides high quality care and treatment and is being transitioned to Local Partners by a Consortium of four international partners – Catholic Relief Services (CRS), Catholic Medical Mission Board (CMMB), Futures Group and the Institute of Human Virology, University of Maryland (UOM-IHV).
CRS is currently the Prime and is leading the transition process.AIDSRelief is funded through the US Government’s President’s Emergency Plan for Aids Relief (PEPFAR) through the Centres for Disease Control and Prevention (CDC) and Health Resources & Services Administration (HRSA).

1. Deputy Project Director
Reporting to the Managing Director (MEDS), the Deputy Director will be responsible for ensuring the day-to-day implementation of AIDSRelief Project activities while co-ordinating them across all local partners.
The primary function of this position is to support the Managing Director to lead the program within a consortium management structure and to participate in reporting, technical oversight, linkages, representational and strategic aspects of the program.
Specific Duties:
1. Internal Technical Quality Monitoring

Specific Duties:
1. Internal Technical Quality Monitoring
- Member of AIDSRelief Country Management Team.
- Attend AR Clinical Leadership (CLT) meetings to assist with coordination, participate in clinical discussions, and monitor program adherence to national guidelines.
- Review narrative treatment sites reports to AR-managed LPTFs prepared by TA Team members.
- Review of M& E monthly reports and follow up on any technical quality issues with Consortium Members.
- Participate in various assessments and strategic thinking regarding expansion and sustainability from a technical view.
- Participate in various working groups, including the clinical working group, to monitor adherence to national guidelines and contribute to strategy paper development.
- Write and/or review technical sections of monthly, semi-annual and annual donor reports.
2. External Representation and Coordination
- Represent MEDS-lead consortium at the NASCOP/ART Task Force, and participate in various NASCOP working groups.
- Represent MEDS at provincial/district stakeholder meetings and other external meetings as needed.
- Coordinate with other MEDS, KEC, CHAK programs to ensure best synergies between existing programs and AIDSRelief project recipients.
- Accompany MEDS MD to meetings with NASCOP/CDC regarding AR technical issues.
- Manage MEDS AIDSRelief- related responsibilities in the absence of MD as needed.
3. Supervision
- Supervise Joint Program Management Unit technical staff, including: Medical officers, Project officers, Coordinator etc.
- Hold regular internal meetings to coordinate work within AIDSRelief technical staff.
- Carry out orientations and regular performance coaching and evaluation as stipulated by MEDS performance standards.
- Assist with staff training and development.
- Support staff hiring.
Qualifications:
- University degree in Clinical Medicine (MBChB). Advanced training in Public Health or Advanced Clinical Medicine degree will be an added advantage.
- Practical experience in HIV Care and Treatment program.
- Five years experience managing large HIV/AIDS programmes.
- Familiarity with implementation of US Government-funded projects is preferred.
- Proven senior management and representation experience.
- Experience in staff supervision and participatory management.
- Demonstrated ability in field research, rapid assessment, proposal development, program analysis, project monitoring and evaluation.
- Demonstrated commitment to development through local empowerment.
- Capacity to work closely with, understand, and support local Church partners.
- Excellent written and oral communication skills.
- Strong interpersonal, cross-cultural, and training/mentoring skills.
- Advanced computer literacy (Microsoft Office)
- Demonstrated ability to communicate in English (written and oral).
- Kenya national.
2. Medical Officer (HIV/AIDS – ART PROJECT) – Mombasa
Reporting to the Regional Technical Assistant Leader, the Medical Officer will be based in Mombasa and will be expected to dedicate 50% of his/her time at the health facilities to ensure quality program implementation and progress toward strengthening quality of HIV care services.
S/he will work as part of a team with several other organizations that comprise the AIDSRelief Consortium, including medical technical advisors, nurse technical advisors, program and finance managers, pharmaceutical supply chain mangers, and strategic information staff.
Specific Duties:
1. Capacity Building
Reporting to the Regional Technical Assistant Leader, the Medical Officer will be based in Mombasa and will be expected to dedicate 50% of his/her time at the health facilities to ensure quality program implementation and progress toward strengthening quality of HIV care services.
S/he will work as part of a team with several other organizations that comprise the AIDSRelief Consortium, including medical technical advisors, nurse technical advisors, program and finance managers, pharmaceutical supply chain mangers, and strategic information staff.
Specific Duties:
1. Capacity Building
- Provide technical assistance and mentorship to partner organizations in key areas of ART (adult and paediatric) and opportunistic infection and TB diagnosis and management.
- Monitor and regularly review partner treatment facilities’ (LPTFs’) adherence to national guidelines regarding the treatment regime offered to clients including prophylactic drugs and ARVs.
- Participate in strategic thinking and implementation of approaches used by AIDSRelief-Kenya for quality implementation of HIV care and treatment services.
- Participate in the planning and facilitation of technical workshops for capacity building in HIV/AIDS and ART.
- Monitor and report on the implementation of HIV clinical services at LPTFs.
- Participate in project evaluations and assessments.
- Perform continuous training needs assessments.
- Support initiation of quality improvement strategies at partner health facilities geared to improving quality of HIV care provision.
- Initiate and document models of care that can be replicated elsewhere.
- Research, stay up-to-date and disseminate HIV/AIDS methodologies and best practices.
- Provide clinical HIV services to a cohort of patients at an AIDSRelief partner facility on a monthly basis.
2. Representation and Networking
- Represent the agency in HIV/ADIS forums within Coast Province.
- Collaborate with in-country stakeholders, including Ministry of Health, PARTOs, NLTP and NASCOP.
- Participate on the AIDSRelief Clinical Core Team and Therapeutic Drug Committee.
Qualifications:
- University degree in Clinical Medicine.
- Have solid working knowledge and practical experience in the following areas: ARV therapy, paediatric ART, OI management, PMTCT, and TB
- TOT facilitation certificate from NASCOP
- Demonstrated ability to transfer knowledge through formal and informal training.
- Experience in on-site clinical mentorship strongly valued.
- Three years experience implementing HIV/ADIS projects, preferably in nn FBO setting.
- Experience in working closely at provincial and national level with the GoK in HIV programming
- Experience in implementing US Government-funded projects
- Willingness to travel under difficult circumstances
- Demonstrated ability to work in a team
- Demonstrated ability to communicate in English (written and oral)
- Excellent computer skills (Microsoft office programs).
