Pilot Phase – Leasing of Vehicles for Official Government Transport
Background
Government transport services are important in facilitating movement  of personnel as well as materials and equipment required in the course  of delivery of public services. At present individual Ministries,  Departments and Agencies (MDAs) procure and manage their own vehicle  fleet and transport services to facilitate public service delivery. This  mode of delivery has often been accompanied by increasing costs of  transport services without commensurate improvements in service  delivery.
Government is currently reviewing the manner in which official  transport services are provided to ensure efficiency and cost  effectiveness. As part of this review and efforts to deal with the  challenges of providing official Government transport services, leasing  of vehicles for Official Government Transport was announced in the FY  2010/11 Budget with implementation expected to commence in the same  financial year.
The primary objectives for leasing will be to provide official  Government transport in a manner that improves and expands public  service delivery, achieves significant cost reductions and improves the  efficiency and effectiveness of Government operations.
Pilot Phase – Leasing of Official Government Transport in Kenya
The Office of the Deputy Prime Minister and Ministry of Finance  hereby invites original vehicle and equipment manufacturers, motor  vehicle dealers, leasing companies, financial institutions and  interested firms to submit Expressions of Interest (EOIs) for provision  of vehicles and transport services for official Government transport  through Leasing.
The fleet to be leased will comprise approximately 1,500 vehicles of  different makes/models, ranging from 1300cc to 3500 cc, including  saloon, utility and commercial vehicles of up to 15 tonnes, with  coverage expected to be approximately 30 million kilometers annually on  aggregate.
In addition Government requires to lease approximately 300 ambulances  making close to 22,000 referrals covering approximately 11 million  kilometers annually on aggregate. The leasing arrangement envisaged may  include insurance, scheduled and unscheduled maintenance, replacement of  non-functional vehicles, globally benchmarked

Qualified and interested companies/consortiums are hereby invited to  submit Expression(s) of Interest (EOIs) to implement the Pilot Phase of  vehicle leasing for Government Transport. The EOI should provide  information on the capacity and capabilities of the companies to offer  the services required (as detailed above).
The EOIs should also provide the following information:
- Legal and professional status of the organization;
 - Official Documents; Certificate of registration, Certificate of incorporation, VAT registration certificate and PIN Certificate;
 - Tax Compliance certificate;
 - Audited Accounts for the last three years;
 - Organizations profile, history, contacts, products/services relevant to the expected services;
 - Demonstrate specific experience and track record including providing details of clients and contact persons within the client organizations;
 - Composition of the organization including key managers likely to be assigned to implement these services;
 - Any other brochures with information deemed relevant
 
A short list of qualified organizations for these services will be prepared based on the Expression of Interest submitted.
Only short listed Companies/consortium will be invited to a Bidders Conference and receive formal requests for proposals (RFPs).
Interested companies/consortiums should submit their Expression of  Interest in plain sealed envelopes, clearly marked, MOF/02/2010-2011  PILOT PHASE – LEASING OF OFFICIAL GOVERNMENT TRANSPORT IN KENYA, and  addressed to:

Submissions shall be deposited in the tender box on 6th Floor  Treasury building so as to reach the Office of the Deputy Prime Minister  and Ministry of Finance on or before 7th October, 2010 at 10.00.a.m.  Expressions of Interest will be opened thereafter in the presence of  candidates’ representatives who choose to attend at the Conference Room  No.603 on 6th Floor, Treasury Building, Harambee Avenue.
Interested companies/consortiums shall bear all costs associated with  preparation and submission of their EOIs. The Ministry of Finance will  not be responsible or liable for those costs. The Ministry of Finance  reserves the right to accept or reject any or all Expression(s) of  Interest either in whole or in part.
Interested firms may obtain further information from the Office of  the Head of Supply Chain Management on 6th floor, Room 619 during normal  office working hours i.e. Monday to Friday 0800 to 1700 hrs except  lunch hour 1300 to 1400 hrs and public holidays.
