Background of the Organization
The African Regional Intellectual Property Organization (ARIPO) (hereinafter r~ferred to as "the Organization'), an intergovernmental Organization, which was established at Lusaka, Zambia, in 1976 by an Agreement concluded under the auspices of the United National Economic Commission for Africa (ECA) and the World Intellectual Property Organization (WIPO).
The Organization was created, inter alia, to promote the development of intellectual property laws appropriate to the needs of its members, establish common services and training schemes, and assist its intellectual property matters.
The Organization grants and administers Intellectual Property titles on behalf of the member states and provides Intellectual Property information to its clientele in the form of search services, publications and awareness creation. Membership of the organisation is open to all states members of the African Union (AU) or of the United Nations Economic Commission for Africa (ECA). The present members of the Organization are: Botswana, The Gambia, Ghana, Kenya, Lesotho, Malawi, Mozambique, Namibia, Sierra Leone, Somalia, Sudan, Swaziland, Uganda, United Republic of Tanzania, Zambia, Zimbabwe and Liberia. (Total: 17 states)
THE ORGANS OF THE ORGANISATION ARE:
a) the Council of Ministers, consisting of ministers who are responsible in the Member States for the administration of intellectual property matters;
b) the Administrative Council consisting of heads of offices, in the Member States, dealing with the administration of intellectual property; and
c) the Secretariat (the Office of ARIPO) headed by the Director General as the principal executive officer of the Organization
Applications are invited from suitable candidates to be considered for appointment to the post of Training Officer of the Organization, the full description of which is as follows:
Duty Station: Harare, Zimbabwe
Duration of Appointment: Fixed-term contract of two years (renewable) Scheduled Date of Entry on Duty: To be determined
Principal Duties:
Under the supervision of the Director General, the incumbent Internal Auditor shall have the following tasks;
a) To work with management to ensure a system is in place which ensures that all major risks of the Organization are identified and analysed.
b) To plan, organise and carry out the internal audit function including the preparation of an audit plan, scheduling and assigning work and estimating resource needs
c) To report to management and the Director General on the policies, programmes and activities of the department
d) To coordinate coverage with the external auditors and ensure that each party is not only aware of the other's work but also well briefed on areas of concern
e) To make recommendations on the systems and procedures being reviewed, report on the findings and recommendations and monitor management's response and implementation
f) To review and report on the accuracy, timeliness and relevance of the financial and other information that is provided for management .
g) To report on the value for money that the charity obtains in all its activities with special regard to economy, efficiency and effectiveness
h) To provide management and the Director General with an opinion on the internal controls at the Organization
i) Perform other duties that may be assigned by the Director General
Qualifications Required
a) First degree in Accounting , Finance or related field plus one of the following recognised professional qualifications;
1. CIMA (Chartered Institute of Management Accountants)
2. CA (Chartered Accountant)
3. ACCA (Certified Chartered Accountant)
4. CPA (Certified Public Accountant)
(b) At least 5 years of extensive relevant professional experience in the field of Auditing, experience in a firm of public accountants would be an added advantage.
c) Knowledge of computerised accounting and auditing record keeping systems
d) Knowledge of the principles, procedures and practices of accounting and financial records and transaction
e) Knowledge of audit procedures, including planning, techniques, test and sampling methods involved in conducting audits.
An ability to gather, analyse and evaluate facts and to prepare and present concise oral and written reports.
Excellent knowledge of oral and written English. Knowledge of French, Portuguese or other UN recognised language would be an added advantage
Good communication skills
Ability to work under minimum supervision
Public Relations, good interpersonal, presentation and negotiating skills and ability to maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
Knowledge of Intellectual Property would be an added advantage
Age: Minimum of 30 years at the time of making the application.
Nationality: To be eligible for appointment, candidates must be nationals of a Member State of the Organization.
Conditions of Employment:
Conditions of service shall be subject to the ARIPO Staff Rules and Procedures or be determined by the Administrative Council of the Organization.
Salary and allowances on fIrst appointment shall be those applicable to Grade L-l STEP I of the ARIPO salary scales of the professional category.
Base Salary: US$25,380.00 per annum
Post Adjustment Allowance: Depending on the rise and fall, in value, of the United States do lar t adjustmentindex wbich is presently 20% of base...salaI)( is applied as..a cost of living allowance.
Dependency Allowances: US$900 per year for a dependant child. Maximum number of three (3) children.
Other conditions include:
Payment of travel and removal expenses, Once off Installation grant
Education grant up to a maximum of three children Housing allowance,
Contributory medical insur~nce scheme Annual leave of 30 working days
Paid home leave every two years.
Medical Examination: The appointment is subject to a satisfactory United Nations type medical examination.
Other Conditions of Service: Other terms and conditions of service shall be subject to the' ARIPO Staff Rules and Procedures or be determined by the Administrative Council of the Organization.
