UNDP Country Office Tanzania, in collaboration with the Ministry of Natural Resources and Tourism (MNRT), is seeking to recruit a consultant to identify forest management practices that are suitable for implementation of Reducing Emissions from Deforestation and Forest Degradation (REDD+) schemes.
OBJECTIVE OF ASSIGNMENT:
The objective of the assignment is to provide the UN-REDD Programme in Tanzania and all parties interested in REDD+ with a better understanding of potential and suitability of different forest management practices for the implementation of REDD+ initiatives in Tanzania.
SPECIFIC TASKS:
• Develop an analytical framework that encompasses different .forest management categories and approaches, known rates of deforestation and forest degradation, the role of land ownership with regards to deforestation and forest degradation and further parameters to be suggested by the consultant.
• To identify which forest types and forest management approaches and categories are most suitable to implementing REDD+ projects.
• Apply this framework to analyse the current situation of Tanzania by using all available data and information. Incorporate stakeholder comments in a final version of the analysis.
• Present results of this analysis, including examples of forest management practices with the greatest potential for REDD+ to a stakeholder workshop comprising the REDD unit at MNRT, the National REDD Task Force (NRTF), and further selected stakeholders.
• Provide the UN-REDD Programme Tanzania with recommendations on the most suitable forest management categories and approaches for the implementation of REDD+ projects in Tanzania and further research, analysis, and data required to refine and improve the analytical framework
ACADEMIC QUALIFICATIONS AND EXPERIENCE:
• Masters degree in forestry, natural resources management, economics or related field, with at least 15 years of experience in forest management and natural resources management in Tanzania and demonstrated familiarity with forest data arid forest statistics and with forest management approaches.
• In-depth knowledge and understanding ofREDD+ and how REDD+ relates to forest management.
• Experience and familiarity with forest management categories and approaches in Tanzania, including with Participatory Forest Management (PFM). Familiarity with Environmental Services Payment Schemes highly desirable. Excellent and demonstrated analytical skills and experience, ideally in the forestry and natural resources management area.
• Demonstrated experience in the provision of policy and management advice, ideally in the natural resources area. Experience in advising and working with Government institutions.
