Finance & Administration Manager



Danish Fund is a unique global public/private partnership dedicated to attracting and disbursing  resources to address rural livelihood issues affecting women & Children in post conflict countries . This partnership between governments, civil society, the private sector and affected communities represents a new approach to international development  financing. Danish Fund works in close collaboration with other bilateral and multilateral organizations to supplement existing efforts dealing with Violence against Women, Child Malnutrition & Emergency Food relief for post conflict communities across the globe.
In establishing our presence in East & Central Africa, for programme support and implementation of operations in Horn of Africa ( South Sudan, Democratic Republic of Congo & Somalia) we seek to employ the services of a highly motivated  professional with a genuine interest with working with the marginalized in society to fill the vacancy of Finance & Admin Manager.
The list does not cover the full scope of tasks and responsibilities of the
Finance/Admin Manager, but serves to illustrate some of the areas of emphasis for
the post. 
Main Duties and Responsibilities
Financial
· Establish and implement financial procedures in line with organizational
requirements
· Recording and reconciliation of project recoveries and income recognition.
· Timely and accurate recording of all financial transactions in line with
organizational and donor requirements and deadlines.
· Establish and prepare accurate and timely information for budget monitoring and
progress reporting of programme funds and grants  
Purpose
To establish and manage the finance and admin function in Danish Fund- Horn of Africa support office.
Responsible to Country/Programme Director
Working with International Programmes desk and Finance Director in Copenhagen,
members of the in country management team, and other relevant
staff.
Location: 50% Nairobi, 25% South Sudan, 25% (the) Democratic Republic of Congo
· Provide financial management advice on revisions of budgets, preparing
periodical forecasts and any changes needed
· Monitoring of the petty cash and bank balances to ensure sufficient funds are
always available depending on the programme needs.
· Management and reconciliation of the bank and cash accounts, preparation of the
weekly cash counts and monthly financial records including cashbooks, to be
submitted to Head Office, ensuring financial and resource accountability
and effective management for records as required for auditing.
· Disbursement of cash advances and reconciliation to ensure recovery.
· Control of salary payments to staff, including national insurance and tax liabilities,
reconciling the same and monitoring medical expenses, subsistence allowances,
mobile phone usage, etc.
· Collection and filing of regular financial reports and budget records.
· Recruit and manage Finance/Administration staff in line with good organisational
practice 
Administration/Logistics
· Establish and implement administration and logistics procedures in line with
organisational requirement
· Identify, establish and manage an effective working office for the DRSS
programme ensuring effective security.
· Identify, establish and manage accommodation for international staff ensuring
effective security.
· Establish and manage all procurement and logistics activities including possible
management of vehicles and drivers.
· Cover essential duties in the absence of other personnel
o Contribute to the adherence of all security guidelines
· Other duties as assigned
Person Specification
Essential
· Graduate & Qualified Accountant (CPA, ACCA, CIMA or equivalent) or qualified by experience
· At least 2 years relevant experience in a finance/admin function in the field at an
appropriate level, with sound understanding of working with an international NGO
· Proven financial analysis and forecasting ability
· Previous humanitarian scale up experience
· Experience of multi-currency accounting
· Production and interpretation of management accounts.
· Proven ability to provide support, guidance and training to financial and nonfinancial
managers and colleagues.
· Communication and reporting skills (verbal and in writing).
· Experience of working in a cross-cultural environment and in insecure or complex
environments.
Above average score on Independent General Intellegence Assessment (G.I.A) & Test for Selection and Training (T.S.T)  
Remuneration
Gross salary- USD 7350- USD 8490pm
Medical & Life insurance
12 days R&R after every seven weeks in field location
