Senior Health Officer, HIV/AIDS and TB.

Purpose: The Senior Health Officer will be part of the technical support team of the IFRC East Africa regional office. His/her role and responsibilities will be:
To act as the Federation’s focal point for HIV/AIDS and TB in the East Africa region.
  • To support National Societies in the East Africa Region in the in the implementation of their HIV/AIDS and TB programmes.
  • To mainstream HIV/Aids and TB into the core activites of the technical support team (health,food security, water and sanitation, disaster risk reduction and other relevant sectors)
  • To form part of a technical support team that provides cross sectoral, cohesive (?integrated) technical support to the National Societies in the region using the CBHFA approach as a main vehicle toreduce  community risk
  • To contribute to the development of capacity within the IFRC to support National Societies in working on HIV/AIDS and TB in emergencies

Under the guidance of the Regional Health Advisor and in close cooperation with the regional technical support team, the Emergency Health Delegate for the Africa Zone and the HIV/AIDS and TB senior officers in the Secretriat and in respect of the IFRC policies, strategies, documentions and  approaches to HIV/AIDS and TB the Senior Emergency Health Officer will

Direct support to National Societies in the region
  1. Guidance and technical support to National Societies in the region in the design, implementation of health interventions in accordance with the Strategy 2020
  2. Mainstream HIV/AIDS and TB into food security, WATSAN, disaster risk reduction interventions.
  3. Preparation and training on guidelines, tools and kits for emergency response on HIV/AIDS, TB and sexual and reproductive health, MCH.
  4. Collaboration with technical team members in determining HIV and TB needs for support.
  5. Guidance and technical support in the design, fundraising, implementation, monitoring and evaluation of comprehensive HIV and TB interventions in accordance with Strategy 2020.
  6. Ensure maximum management and programming integration between Federation’s/ NSs’ health and Social services, Organisational Development (OD), Communications, Principles and Values and Disastaer Management etc.
  7. Dissemination of HIV and TB related information to National Societies.
  8. Promote and facilitate in regional HIV and TB meetings and training workshops for National Society staff.
 
 
Knowledge sharing and institutional capacity
  1. Keep up to date on current,HIV and TB topics like: Access to treatment, prophylaxis of opportunistic infections, linkages between HIV and malaria, care for Orphans and children made vulnerable by HIV/TB, HIV and nutrition, home based care, stigma reduction etc.
  2. Document best practices and lessons learned.
  3. Assist in the development and adaptation of HIV and TB guidelines and manuals for volunteers and National Society staff.
Creating and maintaining networks and partnerships
  1. Facilitate co-ordination HIV/AIDS and TB related programmes with stakeholders within the Red Cross Movement, and outside of the movement (UN Agencies, Non Governmental Organisations, Government bodies and other partners).
  2. Participate as an active Member in the Inter Agency Standing Committee for Sexual reproductive Health and HIV/AIDS in emergencies.
  3. Participate in the deliberations of the RC-NET working group on Health at regional level, ensuring thatHIV/AIDS and TB programme activities are well presented and articulated in the discussions.
  4. Contribute towards the development of policies, implementation and documentation of National Society and Regional Office Nairobi, HIV/AIDS workplace programme.

Lateral relationships

  1. Establish and ensure effective working relationships with the other advisers and officers within the CRM unit and other service support departments in the IFRC East Africa Regional Office.
  2. Ensure effective working relationships with National Society’s technical counterparts and leadership.

Required Qualifications
Education
  1. A university degree in Public Health, Nursing, Community Development, Medicine or Social Sciences
  2. A post graduate qualification will be an added advantage
 
Experience
  1. 5 years or more in Health Management at Country or regional Level
  2. Have worked in Health Emergencies
  3. Proficiency in Project Cycle Management
 
Language
Fluency in English, Swahili and French
Skills 
  1. Experience in managing and supporting staff
  2. Experience in preparing budgets
  3. Ability to work quickly and efficiently under tight deadlines and with competing demands.Skills in Training
  4. Experience in writing narrative and financial reports
  5. Ability to manage broad responsibilities with attention to details
  6. Experience in Problem identification and resolution
  7. Experience in programme planning and management
  8. Experience in HIV/AIDS networking
  9. Practical knowledge of computers/Data base skills (Windows, spreadsheets, word processing, e-mail)
  10. Skills in training and developing staff
