The Regional Centre for Quality of Health Care (RCQHC) provides leadership in promoting Quality of Health Care (QOC) in Africa. The RCQHC is based at Makerere University College of Health Sciences School of Public Health in Kampala Uganda.
The RCQHC delivers technical assistance, conducts a wide range of activities covering training of health managers, curricula reform/development, and development of health learning materials and dissemination of information, and conducting innovative operational research in tropical diseases & health systems strengthening.
RCQHC seeks to recruit for the post of Technical Advisor HIV/AIDS that has fallen vacant. This is a senior level  position that demands a combination of technical, managenal, fundraising, collaboration, leadership & networking skills & competencies. RCQHC HIV/AIDS programs focus mostly on leadership & quality improvement in Paediatric AIDS care & treatment in Africa.
The position leads & coordinates the training of health care providers in East, Central, and the Horn & Southern Africa.
RCQHC HIV/AIDS programs are delivered in close collaboration with the African Network for Care of Children affected by HIV/AIDS (ANECCA), with USAID-EA, USAID-Ethiopia, USAID-Africa Bureau, AED-Africa 2010, Global AIDS Alliance & several other partners & networks, induding the Campaign to Eradicate Paediatric AIDS.
Role Profile:
1. Provide leadership, managerial and technical support to the ANECCNRCQHC HIV/AIDS and Quality of Care (QOC)
programs & personnel to ensure optimum, effective and efficient implementation, induding coordination of planning, monitoring, documentation & impact evaluations
2. Work as overall Coordinator of the ANECCA secretariat, through the RCQHC management structures and in consultation with the ANECCA steering committee & the Africa wide network.
3. Lead the development, design and promotion of appropriate innovations to continually reposition ANECCA/RCQHC programs in line with changing policy environment, knowledge on and quality of care
4. Coordinate the mobilization of funding & technical resources for program sustainability & growth induding development of new partnerships & business for RCQHC’s HIV/AIDS program, linked to Quality of Health Care (QOC), health systems strengthening & patient safety
5. Ensure the management of the HIV/AIDS program work plans &budgets; expenditure, & reports under guidance of the RCQHC Finance Team & Standards.
6. Provide technical expertise to ensure approaches proposed and utilized are aligned with current trends and based on current research and technical advances in the field of global HIV programming.
7. The incumbent will work dosely with USAID/EA regional Health & HIV/AIDS Office to ensure USAID funded activities reflect latest trends in HIV/AIDS program and technical knowledge and research.
8. In consultation with RCQHC Director and USAID/EA/RHH, participate in high-level technical meetings on HIV/AIDS with USAID, OGAC and other USG donors and bilateral agencies on behalf of RCQHC.
9. Support RCQHC in generating new HIV business opportunities by leading proposal writing when appropriate and otherwise providing technical support to the preparation of proposals for new business.
10. Utilize meetings, presentations and field visits to cultivate new business opportunities for RCQHC.
11. Support research projects as necessary.
12. Any other duties as assigned by the RCQHC Director
Requirements —core knowledge & competencies:
  • A Basic degree in Human Medicine, and a Postgraduate qualification (preferably at Masters level or equivalent) in either Clinical Medicine, Pediatrics, Public Health or other relevant discipline – a requirement
  • Proven experience (at least 5 years) in managing Paediatric HIV/AIDS service delivery and /or programming projects/provision of dinical care & treatment for AIDS in developing countries-a requirement.
  • Experience/capabilities in curricula development and conducting AIDS care and treatment in-service training activities for various calibers of health care service providers — a requirement.
  • Knowledge of current approaches to providing care, treatment and support services to persons living with HIV, including regional and global trends in related policy and programming —a requirement.
  • Proven proposal development & writing skills, plus documentation in English/French
  • In addition candidates must have excellent writing & communication skills in English language (A working knowledge of French an advantage).
  • Excellent cross-cultural and interpersonal skills are essential.
  • Self management, Representation, networking & team work.
  • Candidates must be self-driven, results oriented, exhibit excellent organizational skills, tenacity & ability to work under demanding deadlines.
  • Candidates must be prepared to travel extensively across Africa & Globally; close to 50% of time.

Terms of Employment:
The person appointed to this post will be employed by the RCQHC (Regional Centre for Quality of Health Care) and will follow the rules and regulations of the institution as a Centre employee. S/he will be line managed by the Director RCQHC.
Appointment:
The appointment will initially be for 1 year, with possible renewal subject to satisfactory performance and availability of funds. A three-month probation period will be lifted upon satisfactory performance.
