Handicap International intends to recruit a Trainer

TERMS OF REFERENCE
      Terms of reference for Goal ball training of the Care sports facilitators in Dadaab refugee camps
BACKGROUND
Handicap International is an independent international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
Dadaab refugee camps have been in existence for the last 18 years and are situated in North Eastern part of Kenya. The camps have a total population of about 270,000 mainly from Somalia (97%) and other great lake countries such Sudan, Ethiopia, Uganda, Rwanda and Burundi. According to Handicap International estimation about 6-7% are persons living with disability (approximately 18,000).
Since October 2007, Handicap International has been implementing a community-based rehabilitation project in the camps. The objectives of the project are to ensure access to quality physical rehabilitation services to people with disability and promote the inclusion of people with disability in the existing aid programmes and in the community.
RATIONALE
The sporting and leisure current action has been focusing on persons who have physical and sensorial impairments, the situation and needs of persons with vision impairment have been a growing concern. According to available statistics from the Handicap International (HI) inclusion project, refugees with vision impairment constitute the second highest percentage (12.6%) of persons with disability in Dadaab camps.  This is approximately 1,800 persons with vision impairment. The larger majority of this figure constitutes youth (18-35 years) with vision impairment who are out of school and not receiving education.
Handicap international is partnering with CARE International in capacity building its 48 sporting facilitators in goal ball training of the vision impaired persons in the three camps.
Currently CARE sports department has been conducting inclusive sports for persons with physical disabilities and hearing impairments. However, there is lack of any sporting activity for the vision impairment due to lack of expertise and knowledge on adaptive sports for persons with vision impairments. Consequently this has led to persons with vision impairment to inadequately participate in any sporting activities. And have lessened opportunities for social integration.
The exact nature and extend of the potentials and sporting abilities of the persons, especially children and youth, with vision impairment in the three camps and in the host community are not known and reinforce confusion and misconceptions existing among aid workers and the communities.
There is a need to explore ways of enhancing the extent of participation of this underserved population through sports and this will increase the awareness levels and participation in development activities.
OBJECTIVE: 
The objective of the engagement is to plan, design and conduct a Goal ball training to the 48 CARE sports facilitators in the three camps and in the host community of Dadaab.
Specific objectives
  1. To conduct the training of Goal ball.
  2. To confer training skills for goal ball training in areas of coaching, refereeing and playing
 
EXPECTED RESULTS
  1. Developing a training programme in the three Dadaab camps and host communities
  2. Methodology of conducting the goal ball training
  3. 48 sport facilitators trained
  4. Training report including assessment on acquired skills
 
TASKS  OF THE TRAINER
  1. Development of methodology for goal ball training (approval by HI)
  2. Develop appropriate training materials
  3. Conduct goal ball training covering the identified areas
  4. Development of a final report and recommendations.
 
The trainer will be supported by Handicap International Disability Mainstreaming Officer based in Dadaab.
TIMEFRAME
The consultancy is expected to be 20 working days, and the final report delivered by 10th Sept, 2010.
ESSENTIAL QUALIFICATIONS
The Trainer should have:
  • Relevant experience in vision impairments and disability
  • Significant experience in Goal ball training
  • excellent analytical, writing and communication skills
