SUMMARY OF POSITION
IREX seeks a Finance Manager for a potential two-year USAID-funded youth engagement and conflict mitigation program based in Nyanza Province, Kenya.  The program aims to build the capacity of youth-led community based organizations (CBOs) through training and support to promising youth leaders, the creation networks of cooperation within and between communities that bridge ethnic and socioeconomic divides.  The position is based in Kisumu, Kenya with travel throughout Kenya. The position is contingent on funding.

RESPONSIBILITIES AND DUTIES
-          Assure that the program meets all IREX, USAID and Government of Kenya requirements relative to USAID funds accountability and operations within Kenya
-          Negotiate agreements with sub-grantees and subcontractors, and provide financial managing and monitoring of agreements
-          Provide finance support to grantees
-          Ensure that all procurement is in compliance with U.S. government regulations
-          Monitor project budgets and provide required reporting
-          Coordinate with IREX Finance and Grants teams in Kenya and at the home office
-          Travel to project sites within Kenya for financial and grant management and monitoring

QUALIFICATIONS
Candidates must be well organized, able to work independently, skilled at handling multiple tasks, able to meet deadlines and work in stressful situations. Other specific qualifications should include at a minimum:
-          A bachelor’s degree or equivalent in related field
-          Five or more years of responsible work as a financial manager, grants manager or controller preferred
-          Experience providing finance and grants management for USAID programs strongly preferred; prior experience in finance and grants management for international organizations or donors required
-          Strong interpersonal skills, ability to interact effectively with partners, donors and other  relevant stakeholders and  personnel associated with this program
-          English language fluency required; Kiswahili and/or  local Kenyan languages desirable.
